Purpose
Lead NSDC's Data & Analytics Office (HDAO) to establish a trusted, secure, and data-driven organization by defining the enterprise data strategy, governance framework, analytics capabilities, and data platforms. Ensure high-quality, compliant, and actionable data that supports policy formulation, digital transformation, operational excellence, and informed decision-making across NSDC and the Ministry of Skill Development & Entrepreneurship.
Job Responsibilities
1. Data Strategy & Leadership
- Develop and execute the enterprise Data & Analytics Strategy aligned with NSDC's digital and business objectives.
- Drive data maturity, innovation, and data-driven decision-making across the organization.
2. Data Governance & Compliance
- Establish and oversee enterprise data governance frameworks, policies, standards, stewardship, and metadata management.
- Ensure compliance with applicable data privacy, security, and regulatory requirements, including the DPDP Act.
3. Data Architecture & Engineering
- Lead the design and governance of enterprise data architecture, integration frameworks, data platforms, and engineering standards.
- Ensure scalable, reliable, and effective data pipelines and platforms that support enterprise analytics.
4. Data Quality & Master Data Management
- Define and monitor enterprise data quality standards, master data governance, and observability practices.
- Ensure data accuracy, consistency, completeness, and reliability across all critical data assets.
5. Analytics & Business Intelligence
- Lead the development of enterprise analytics, business intelligence, reporting, and self-service analytics capabilities.
- Deliver actionable insights that support strategic planning, operational performance, and government reporting.

Advanced
Analytics & Data Products
- Oversee advanced analytics, data science enablement, and enterprise data products that support AI, policy evaluation, and digital innovation.
- Promote reusable, high-value data assets that improve organizational outcomes.
7. Stakeholder & Ministry Engagement
- Partner with business leaders, technology teams, government stakeholders, and external agencies to enable effective data sharing, analytics, and policy support.
- Serve as the primary data advisor for enterprise and Ministry-level initiatives.

Operational
Excellence & Data Security
- Drive continuous improvement in DataOps, automation, governance dashboards, data security, access management, and operational performance.
- Ensure resilient, secure, and efficient data operations across the enterprise.
9. Leadership & Capability Development
- Build and lead a high-performing Data & Analytics team by fostering technical excellence, innovation, collaboration, and a strong data culture.
- Develop internal capabilities in data governance, engineering, analytics, and data literacy while reducing dependency on external vendors.
Requirements
Essential Qualification:
- Bachelor’s degree in engineering, Computer Science or a related technical discipline from a recognised institution. Advanced degree desirable but not required if compensated by exceptional practical experience.
- 10-15 years of progressive software engineering experience including at least 5 years in an engineering leadership role — Head of Engineering, VP Engineering, Principal
Engineer, or equivalent — with accountability for production systems at significant user scale. The word "significant" here means platforms with real users, real incidents and real consequences for failures.
