TERMS OF REFERENCE

The purpose of this consultancy is to generate reliable, disaggregated and integrated education evidence by analysing administrative and household survey datasets and transforming the findings into analytical reports,



knowledge products and interactive dashboards that strengthen evidence-based planning, budgeting, monitoring and policy dialogue at national and state levels. The outputs developed under this consultancy will support UNICEF's national and state offices and will be shared with national and state government counterparts to strengthen data-informed planning, implementation and decision-making.

UNICEF is actively engaged in supporting the Indian government to enhance access, retention, and learning outcomes in education, focusing particularly on the most marginalized communities across 17 states.
