Position Summary
WJCF is looking to hire a Program Officer to oversee and coordinate the on-ground implementation of the presbyopia program across 8 districts of Chhattisgarh. The position is based in Raipur and is responsible for supervising the field team (District Coordinators and Block Coordinators), driving implementation quality, and ensuring programme objectives are met across all districts. The role requires ability to drive project delivery in close collaboration with field coordinators and government officials. The Program Officer will be responsible for effective implementation of all components of the program across the 8 project districts. Project Background
The William J. Clinton Foundation (WJCF) aims to strengthen the public health system s readiness and capacity to expand access to presbyopia care by integrating eye screening and on-site dispensation of near vision glasses within primary healthcare settings. To advance this objective, WJCF is planning to implement decentralized presbyopia care across 8 districts of Chhattisgarh. The project will focus on generating operational learnings, implementation insights,
and evidence-based approaches that can inform scalable models for state-wide adoption. As part of the initiative, WJCF will support the capacity building of healthcare workers-including primary-level staff and frontline health workers-on presbyopia identification, screening protocols, counselling, and referral pathways, thereby strengthening the delivery of comprehensive eye-care services at the primary-care level. These efforts will be complemented by community engagement and awareness activities designed to improve understanding of presbyopia, encourage timely care-seeking, and enhance the uptake of near-vision correction and comprehensive eye care.
Responsibilities
- Design operational plans and oversee their implementation across all 8 project districts, providing supervisory support and direction to District Coordinators and Block Coordinators.
- Manage relationships with government and non-government stakeholders at the state and district level.
- Support the rollout of data reporting, monitoring, and evaluation tools to track program performance.
- Facilitate collection and analysis of facility- and community-level data to identify field-level gaps and improvement areas.
- Conduct training sessions for healthcare workers using standardized training materials and eye-screening protocols.
- Oversee implementation of referral mechanisms from NCD clinics to presbyopia screening services across all project districts; ensure District Coordinators are actively supporting integration with NCD clinic workflows and tracking referral performance.
- Support implementation of forecasting and inventory management plans, including rollout of stock monitoring tools and dashboards to ensure uninterrupted commodity supply.
- Prepare documentation and communication materials such as reports, briefs, and updates for government, donor, and other stakeholders.
- Travel at short notice to project districts across Chhattisgarh and to national destinations, as required.
- Perform any other responsibilities assigned by the program leadership.
Qualifications
- Bachelor s degree in economics/public health/business or a related field and a minimum of five years of skilled experience in supervision of program implementation from the state level.
- Proven ability to communicate effectively and engage with government officials and community stakeholders.
- Experience in data collection, analysis, and utilization for program evaluation and decision-making.
