ROLE SUMMARY
We are seeking a bid management and business development professional to drive the end-to-end tendering lifecycle for government and PSU IT projects — from opportunity identification through proposal submission, negotiation, and award. The role demands sharp analytical ability, strong government liaisoning skills, and precision in techno-commercial documentation.
KEY RESPONSIBILITIES
- Monitor and screen RFPs, RFQs, EOIs, and tender advertisements across government portals, publications, and other sources on a daily basis.
- Conduct thorough analysis of tender documents to assess eligibility, scope, and fit for suitable projects.
- Prepare techno-commercial bids in line with customer formats, ensuring accuracy and compliance.
- Draft RFP, RFQ, EOI, and SOP documents as per client requirements.
- Coordinate with internal teams to compile and finalise all bid documentation for timely physical / online submission.
- Attend pre-bid meetings, analyse pre-bid responses, and manage clarifications with concerned departments.
- Manage EMD, Bank Guarantees, and Performance Security — including preparation, submission, and refund follow-ups.
- Handle vendor registration (online and offline), pricing coordination, and negotiation.
- Support cost and price calculation, and highlight project risks and opportunities to management.
- Maintain and update the credential file, and prepare monthly bid analysis reports (submitted vs. successful).
- Build and sustain relationships with government officials and partner companies throughout the bid cycle.
REQUIRED QUALIFICATIONS
- MBA / PGDM (Finance, International Business, or related) or equivalent.
- 6–10 years of experience in bid management / business development for IT or e-governance projects.
- Proven knowledge of the government tendering process, reverse auction & bidding, and IT procurement / implementation.
- Strong command of MS Office (Word, Excel, PowerPoint);
working knowledge of SharePoint and basic SQL is a plus.
- Excellent written communication and documentation skills.
PREFERRED (ADVANTAGE)
- International work experience or exposure to overseas / multi-country tenders and clients — considered a solid advantage.
- PRINCE2 / PMP or equivalent project management certification.
- Experience with large multi-year government programs (health, networking, data centre, telecom infrastructure, etc.).
