Job Description ROW (Right of Way) Planning Manager

Location: Corporate Office, Gurugram
Function: Project Planning & Execution Power Transmission
Projects: 400 kV Substations & Transmission Lines

Position Summary

The ROW Planning Manager/Engineer will be responsible for planning, monitoring, and coordinating all Right of Way (ROW) activities for Power Transmission Projects across India. The role involves strategic planning of ROW acquisition, stakeholder coordination, risk assessment, statutory compliance, and ensuring timely availability of ROW to facilitate project execution of transmission lines and associated substations.

Key Responsibilities

ROW Planning & Strategy

- Develop comprehensive ROW acquisition and clearance plans for transmission line projects.
- Prepare ROW schedules aligned with overall project timelines and construction milestones.
- Identify potential ROW constraints and develop mitigation strategies during project planning stages.
- Conduct route analysis and evaluate ROW-related risks during project bidding and execution phases.
- Monitor project-wise ROW progress and ensure timely availability of work fronts.

Stakeholder Management

- Coordinate with State Government Authorities, Revenue Departments, Forest Departments, District Administration, and Local Bodies.
- Support project teams in obtaining necessary permissions, approvals, and clearances.
- Build and maintain relationships with key stakeholders to facilitate smooth ROW acquisition.
- Assist project sites in resolving ROW-related disputes and challenges.

Project Monitoring & Coordination

- Track ROW status across multiple projects and prepare periodic progress reports for management review.
- Develop dashboards and MIS reports for monitoring ROW acquisition progress.
- Coordinate with Engineering, Survey, Legal, Land Acquisition, and Project Execution teams.
- Conduct regular review meetings with site teams to assess ROW readiness.





Risk Management

- Identify critical ROW bottlenecks affecting project schedules.
- Maintain a ROW risk register and recommend corrective actions.
- Monitor legal cases, land disputes, and encroachment issues impacting project execution.
- Provide early warning indicators to project management regarding potential delays.

Compliance & Documentation

- Ensure compliance with applicable land acquisition laws, transmission regulations, and statutory requirements.
- Maintain project-wise ROW documentation, approvals, permissions, and correspondence records.
- Support preparation of contractual claims and documentation related to ROW delays.
- Ensure adherence to company policies and project governance requirements.

Reporting & Analytics

- Prepare monthly and quarterly ROW progress reports.
- Analyze ROW acquisition trends and recommend process improvements.
- Present project-wise ROW status and critical issues to senior management.
- Develop forecasting models for ROW completion and project readiness.

Qualification

- Bachelor's Degree in Engineering (Electrical/Civil) or equivalent.
- MBA/PGDM in Project Management or Infrastructure Management will be an added advantage.

Experience

- 8–15 years of experience in Power Transmission, Infrastructure, EPC, or Utility Projects.
- Minimum 5 years of experience in ROW planning, land acquisition, or transmission line project execution.
- Experience in handling ROW for EHV Transmission Lines (220 kV/400 kV/765 kV) is preferred.

Required Skills

- Strong understanding of transmission line construction and ROW processes.
- Knowledge of land acquisition regulations, forest clearances, and statutory approvals.
- Expertise in project planning and scheduling tools such as Primavera P6 and MS Project.
- Solid stakeholder management and negotiation skills.
- Excellent analytical, reporting, and problem-solving abilities.
- Proficiency in MS Excel, Power BI, and project monitoring systems.
