Lead Technical Program Manager

Overview

The Data Commercialization Platform (DCP) team is seeking a highly motivated and experienced Lead Technical Program Manager to drive the execution of Mastercard's enterprise Data & AI platform strategy. DCP is Mastercard's strategic data platform that enables governed, scalable, cloud-native, and AI-ready data capabilities across the organization. This role is responsible for leading large-scale, cross-functional technical initiatives spanning data platforms, cloud infrastructure, AI/ML enablement, governance, FinOps, security, and platform engineering. The ideal candidate combines strong technical acumen with exceptional program leadership skills and has a proven track record of delivering complex enterprise-scale programs. The successful candidate will work closely with Product, Engineering, Architecture, Security, Compliance, Operations, and Business stakeholders to ensure successful delivery of platform capabilities and strategic outcomes.

Role

Technical Program Leadership

- Drive execution of complex platform initiatives from inception through successful delivery.
- Lead cross-functional programs spanning multiple engineering teams, products, and platform domains.
- Develop and manage integrated delivery plans, milestones, dependencies, risks, and communications.
- Ensure alignment across Product, Engineering, Architecture, Security, Operations, and Business stakeholders.
- Establish governance mechanisms and drive execution against committed roadmaps and strategic objectives.

Platform & Technology Delivery

Manage large-scale initiatives across:

- Cloud Data Platforms (Databricks, Snowflake, AWS, Azure)
- Data Products and Data Mesh
- AI and ML Enablement
- Platform Governance and Security
- Data Sharing and Commercialization
- FinOps and Cost Optimization
- Platform Observability and Reliability
- Multi-Region, Multi-Cloud, and Sovereign Platform Expansion

Dependency & Risk Management

- Identify, manage, and mitigate cross-team dependencies and delivery risks.
- Anticipate challenges and proactively drive resolution before they impact delivery timelines.




- Coordinate multiple workstreams while balancing competing priorities and business objectives.
- Escalate critical issues and facilitate executive-level decision making.

Stakeholder Management

- Build strong relationships with engineering leaders, architects, product managers, platform teams, and executive stakeholders.
- Effectively communicate technical and program status to both technical and non-technical audiences.
- Facilitate strategic planning sessions, architecture reviews, PI planning, roadmap reviews, and steering committee meetings.

Operational Excellence

- Drive improvements in delivery processes, execution discipline, operational readiness, and governance.
- Promote best practices in Agile delivery, program management, and platform operations.
- Establish KPIs, success metrics, and reporting frameworks to measure program performance.
- Foster a culture of accountability, collaboration, innovation, and continuous improvement.

All About You

Experience

- 10+ years of experience in Technical Program Management, Engineering Program Management, Product Delivery, or related leadership roles.
- Proven track record delivering large-scale enterprise technology platforms and transformational initiatives.
- Experience managing complex programs involving multiple engineering teams and stakeholder groups.
- Strong understanding of modern cloud-native architectures and distributed systems.

Technical Knowledge

Experience in one or more of the following areas:

- Databricks and Lakehouse Architecture
- Snowflake Data Platform
- Apache Spark and Data Processing Frameworks
- Data Engineering and Data Products
- AI/ML Platforms and MLOps
- Cloud Platforms (AWS and Azure)

- Strong program planning and execution capabilities.

Agile & Delivery Expertise

- Deep understanding of Agile delivery methodologies.
- Experience operating within SAFe Agile environments.
- Expertise in project planning, dependency management, release management, and program governance.
- Experience with roadmap planning, PI planning, and portfolio management.
