Job Description – Billing & Estimation Engineer

1. Position Details

Position: Billing & Estimation Engineer
Department: Projects / Quantity Surveying / Commercial
Industry: Real Estate & Construction
Reporting To: Project Manager / Commercial Head / QS Head

2. Job Purpose

To manage project estimation, quantity surveying, billing, cost control, and commercial documentation for real estate construction projects. The role will ensure accurate measurement of executed works, timely preparation and verification of bills, effective cost monitoring, and compliance with approved BOQs, drawings, specifications, and contractual terms.

3. Key Responsibilities

A. Estimation & Cost Planning

- Prepare detailed cost estimates for civil, finishing, and related construction works.
- Prepare BOQs based on GFC drawings, specifications, and project requirements.
- Conduct quantity take-offs from drawings and site measurements.
- Prepare rate analysis for various construction items.
- Assist in project budgeting and cost forecasting.
- Identify cost variations and provide timely inputs to the Project/Management team.
- Support tender estimation and comparative statements.

B. Billing & Quantity Surveying

- Prepare, verify, and process RA Bills, Final Bills, Contractor Bills, and Subcontractor Bills.
- Check quantities against approved BOQ, drawings, specifications, and actual site execution.
- Prepare detailed measurement sheets and maintain proper billing records.
- Verify Joint Measurement Records (JMR) and site measurements.
- Conduct regular site visits to verify the actual progress and quantities executed.
- Ensure timely submission and certification of contractor bills.
- Track certified, paid, and outstanding amounts against each contractor/work order.

C. BOQ & Quantity Management

- Review BOQs and identify quantity discrepancies or omissions.
- Monitor executed quantities against approved BOQ quantities.
- Prepare quantity reconciliation statements.
- Track excess quantities, savings, deviations, and additional works.
- Prepare quantity take-offs for revised drawings and design changes.
- Prepare and review Bar Bending Schedules (BBS), wherever applicable.

D. Rate Analysis & Variations

- Prepare rate analysis for extra items, substituted items, and non-BOQ items.
- Identify and document deviations and variations in work.
- Prepare variation statements and supporting documentation.




- Review contractor claims and provide commercial recommendations.
- Assist in negotiation and settlement of extra-item rates and contractor claims.

E. Cost Control & Reconciliation

- Monitor project costs against approved budgets and estimates.
- Prepare monthly cost and billing MIS.
- Track work orders, commitments, certified bills, and pending liabilities.
- Conduct material reconciliation for major construction materials.
- Monitor material consumption against theoretical requirements.
- Identify cost overruns and provide corrective inputs to the Project team.
- Support preparation of project cost-to-complete and cost forecasting reports.

F. Contract & Work Order Management

- Review work orders, BOQs, rate schedules, and contractual terms.
- Ensure billing is carried out as per approved work orders and contract conditions.
- Assist in preparation of work order amendments due to quantity variations or additional items.
- Maintain records of contractor agreements, work orders, amendments, and billing documents.
- Ensure applicable recoveries, deductions, and contractual provisions are incorporated in bills.

G. Coordination

- Coordinate with Project Managers, Site Engineers, Planning, Procurement, Stores, Finance, and Accounts teams.
- Coordinate with contractors, subcontractors, consultants, architects, and vendors for billing-related matters.
- Obtain required measurements and work-progress details from site teams.
- Resolve discrepancies in quantities, rates, and billing documentation.
- Support Finance/Accounts teams with accurate billing and payment certification inputs.

H. MIS & Documentation

- Prepare monthly billing and cost-control reports.
- Maintain project-wise billing trackers and quantity statements.
- Maintain records of RA Bills, Final Bills, work orders, variations, and measurements.
- Prepare work-progress versus billing reports.
- Maintain proper documentation for audits and management review.
- Ensure all billing records are updated and properly organized.

4. Required Qualifications





- B.E./B.Tech/Diploma in Civil Engineering.
- Additional qualification/certification in Quantity Surveying or Cost Management will be an advantage.

5. Experience

- 10-12 years of relevant experience in Billing, Estimation, Quantity Surveying, or Commercial functions.
- Experience with real estate, residential/commercial building, or construction projects preferred.
- Candidates with high-rise residential project experience will be preferred.

6. Technical Skills

- Strong knowledge of BOQ, Quantity Take-off, RA Billing, Final Billing, and Rate Analysis.
- Good understanding of construction drawings, specifications, and measurements.
- Knowledge of GFC drawings, JMR, BBS, variation statements, and material reconciliation.
- Proficiency in MS Excel, MS Office, AutoCAD, and ERP/Project Billing Software.
- Good understanding of construction contracts and work orders.
- Knowledge of GST and applicable billing procedures will be an advantage.

- Accuracy and timeliness of RA/Final Bills.
- Accuracy of quantity measurements and BOQ verification.
- Timely completion of estimates and rate analysis.
- Reduction in billing discrepancies and commercial leakages.
- Timely identification of cost variations and deviations.
- Accuracy of material and quantity reconciliation.
- Timely submission of billing and cost-control MIS.
- Effective management of contractor claims and variations.

9. Preferred Industry Experience

Preference will be given to candidates with experience in:

- Real Estate Developers
- Residential High-Rise Projects
- Commercial Building Projects
- Construction Companies
- Infrastructure / EPC Projects

10. Reporting & Stakeholder Management

Internal: Project Head, Project Manager, Planning, Procurement, Stores, Finance & Accounts, Engineering and Management.

External: Contractors, Subcontractors, Consultants, Architects, Vendors and Clients.

Pay: ₹12,483.24 - ₹50,000.00 per month

Work Location: In person
