Job Purpose

The Pre-Award Manager is responsible for planning, coordinating, and managing all pre-award procurement and tendering activities to ensure timely and cost-effective contract awards. The role supports project objectives through effective procurement planning, tender management, bidder coordination, technical and commercial evaluations, and award recommendations.

Key Responsibilities

Procurement Planning & Strategy

• Develop and implement procurement plans and tendering strategies aligned with project schedules and objectives.

• Identify procurement priorities, critical packages, and long-lead equipment requirements.

• Monitor procurement timelines and expedite pre-award activities to meet project milestones.

Tender Documentation Management

• Prepare, review, and manage RFQs, RFPs, ITTs, and other tender

documentation.

• Ensure completeness and consistency of tender packages, including scope of work, technical specifications, commercial requirements, and contractual conditions.

• Control tender document issuance, revisions,



and bidder correspondence.

Technical Specification Coordination

• Coordinate with engineering and project teams to develop and validate

technical specifications and procurement requirements.

• Ensure technical requirements are accurately incorporated into tender

documents.

• Facilitate resolution of technical queries during the tendering process.

Vendor Management

• Establish, maintain, and update approved vendor and contractor databases.

• Coordinate supplier prequalification and capability assessments.

• Support identification of qualified suppliers and contractors for project

packages.

Bidder Conferences & Clarifications

• Organize bidder conferences, pre-bid meetings, site visits, and clarification sessions.

• Manage bidder communications and ensure timely responses to technical and commercial queries.

• Issue clarifications and addenda as required during the tendering process
