Role Overview

We are looking for an experienced Senior PMO & Operations Lead to take ownership of our offshore PMO capability in India.

This is a senior leadership role, but it is deliberately hands-on. We are not looking for someone who has moved away from day-to-day PMO delivery and now operates purely at a strategic or governance level. We need someone who can set standards, build structure, lead people and improve operational maturity, while still being comfortable getting directly involved in PMO activities when required.

The successful candidate will oversee PMO operations, develop our offshore Centre of Excellence, create and maintain Standard Operating Procedures (SOPs), drive consistency across delivery, and act as the people manager for our senior offshore team.

This role would suit someone from a SaaS, technology services, managed services or professional services environment who understands the pace, discipline and commercial expectations of a growing services organisation.

Key ResponsibilitiesHands-on PMO Leadership

- Own and manage the day-to-day PMO function for our offshore operation.
- Personally support critical PMO activities including project reporting, RAID management, governance packs, action tracking, dependency management, resource planning and project controls.
- Ensure project and programme information is accurate, current and decision-ready.
- Challenge Project Managers and Delivery Leads where plans, risks, milestones or reporting are incomplete or inconsistent.
- Establish a clear operating rhythm across projects, programmes and senior management reporting.
- Provide senior leadership with concise, accurate and commercially relevant portfolio reporting.
- Support mobilisation of new clients, programmes and service engagements.
- Step directly into projects or programmes where stronger PMO control is required.

PMO Centre of Excellence
- Build and continuously improve a scalable PMO Centre of Excellence.
- Define common delivery standards, templates, governance processes and reporting frameworks.
- Establish consistent approaches for:
- Project initiation
- Planning and scheduling
- RAID management
- Change control
- Financial tracking
- Resource management
- Governance
- Project closure
- Lessons learned
- Develop PMO maturity across the organisation rather than simply administering existing processes.
- Identify opportunities to automate and simplify reporting and operational processes.
- Ensure PMO processes are practical, proportionate and genuinely help delivery teams succeed.

Standard Operating Procedures
- Lead the creation, documentation and ongoing maintenance of operational Standard Operating Procedures (SOPs).
- Translate business processes into clear, usable and repeatable procedures.
- Work with senior stakeholders and subject matter experts to document how key operational activities should be performed.
- Establish version control, ownership and review cycles for SOPs.
- Ensure operational processes are consistently followed across the offshore team.
- Identify gaps, duplication or inefficiencies and redesign processes where necessary.
- Create an environment where operational knowledge is documented rather than sitting with individual people.

Operational Management




- Take ownership of the operational effectiveness of the offshore function.
- Establish clear operational KPIs, controls and management information.
- Monitor capacity, utilisation, workload, productivity and delivery performance.
- Work with UK leadership to ensure the offshore operation is aligned with business priorities.
- Support workforce planning, onboarding, role clarity and organisational design.
- Drive continuous improvement across operational processes.
- Identify problems early and take ownership of resolving them rather than simply escalating them.

People Leadership
- Act as the People Manager for the senior offshore team.
- Provide clear objectives, accountability, coaching and performance management.
- Build a strong, professional and delivery-focused culture.
- Conduct regular one-to-ones, performance reviews and development discussions.
- Support recruitment and onboarding of senior offshore resources.
- Develop future leaders within the offshore organisation.
- Ensure senior team members collaborate effectively rather than operating in individual silos.
- Act as the senior point of contact between the offshore operation and UK leadership.

What We Are Looking ForEssential Experience
- Significant experience working in senior PMO, programme operations or delivery operations roles.
- Recent, demonstrable hands-on PMO experience.
- Experience operating in a SaaS, technology services, IT services, managed services or professional services organisation. Previous Oracle Cloud expereince is an absolute Plus
- Experience managing PMO activities across multiple concurrent projects or programmes.
- Strong experience creating and implementing governance frameworks, PMO processes and reporting.
- Demonstrable experience developing Standard Operating Procedures and operational process documentation.
- Experience building or developing a PMO / Delivery Centre of Excellence.
- Experience managing senior employees and leading teams.
- Strong understanding of project financials, resource management, utilisation and delivery performance.
- Experience working with senior leadership, including executives and client-facing delivery leaders.
- Experience working in an offshore/onshore operating model, ideally supporting UK, European or international clients.

Hands-On Capability It is particularly important that candidates understand that this is not a purely strategic PMO leadership position.

Desirable Experience
- Experience supporting enterprise clients or public-sector clients.
- Experience with SaaS implementation or technology transformation programmes.
- Experience working within an offshore delivery centre or Global Capability Centre.
- Experience establishing PMO capabilities from an early stage.
- Knowledge of Agile, Waterfall and hybrid delivery environments.
- Experience with tools such as Jira, Confluence, Monday.com, Smartsheet, MS Project, Power BI or similar.
- Experience creating management dashboards and operational KPIs.
- PMP, PRINCE2, MSP, Agile or equivalent delivery qualifications are useful but not essential.

The Profile We Do Not Want To be clear, this role is unlikely to suit someone who:
- Has spent the last several years purely managing PMO teams without personally doing PMO work.
- Is primarily a governance or transformation consultant.
- Is accustomed to large corporate environments where execution is delegated through multiple layers.
- Focuses heavily on methodology but struggles with practical implementation.
- Creates process for the sake of process.
- Needs significant direction before taking action.

We want someone who combines the maturity of a senior leader with the energy and capability of a hands-on operator.
