Qualifications

- Graduation in Engineering or Masters in Computer Applications.
- Desirable: MBA or equivalent professional certifications.
- Experience: Minimum 6 years As a Business Analyst in IT/e-Governance project delivery, with at least 3 - 5 years in techno-functional role.

Job Summary We are seeking a Techno-Functional Business Analyst to lead requirement gathering, process re-engineering, and functional oversight of e-Governance projects. The ideal candidate will bring strong functional knowledge of government service delivery processes, along with the ability to interface with technical teams to ensure alignment with Java/.NET, mobile, and integration-based solutions.

Key Responsibilities

- Gather, analyze, and document requirements from various Government of Maharashtra departments and stakeholders.
- Understand existing business processes and identify opportunities for process improvement and digital transformation.
- Prepare Business Requirement Documents (BRD), Functional Requirement Documents (FRD), workflows, use cases, and process flows.
- Convert departmental requirements into clear and actionable requirements for the development team.
- Design and review online service forms, fields, validations, workflows, approval processes, and dashboards.
- Coordinate with development, QA, infrastructure, API/integration, and other technical teams for implementation.
- Conduct requirement discussions, demos, UAT sessions, and obtain feedback from department officers.
- Track development progress, defects, dependencies, and pending requirements until closure.
- Coordinate with external vendors and departmental teams for API integration, data migration, service implementation, and technical issues.
- Analyze application and service-related issues and coordinate with the concerned technical team for resolution.
- Prepare MoM (Minutes of Meeting),



status reports, requirement trackers, and management reports.
- Monitor service implementation from requirement gathering development UAT production/live deployment.
- Validate that developed functionality meets the approved business requirements.
- Support departments after service go-live and coordinate resolution of operational issues.
- Ensure proper documentation and communication between business stakeholders and technical teams.
- Monitor service performance, application status, workflow issues, and other operational requirements.

- Working knowledge of APIs, system integrations, Aadhaar stack, eSign, DigiLocker, and mobile app workflows.
- Proficiency in tools: JIRA, Confluence, MS Visio, Figma, Balsamiq, MS Office Suite.
- Understanding of ISO 9001, ISO 27001, CMMI, and IT governance frameworks.
- Exposure to MIS dashboards, citizen grievance portals, RTI compliance desirable.
