Position Overview The Technical Supervisor oversees daily maintenance, electrical infrastructure, HVAC/cooling systems, general technical repairs, and on-site contractor performance across campus. Reporting directly to the Technical Facilities Coordinator under the overall leadership of the Facilities Manager, this position leads a team of Electrical Technicians, HVAC/AC Technicians, and Multi-skilled Technicians (Note: Plumbing systems are managed separately under the Plumbing Supervisor) .
In addition to leading internal staff, the Technical Supervisor actively supervises, inspects, and verifies all technical works executed by external vendors and third-party contractors governed by Annual Maintenance Contracts (AMCs) to ensure full compliance with service level agreements, safety standards, and quality specifications.
Key Responsibilities 1. Team Leadership Supervision
- Supervise, schedule, and delegate work orders to internal Electrical, HVAC/AC, and Multi-skilled Technicians across daily shifts.
- Provide direct technical guidance, troubleshooting support, and hands-on assistance during complex electrical, cooling, or mechanical repairs.
- Conduct regular quality inspections of completed internal electrical work, HVAC servicing, and general repairs.
- Track team attendance, monitor ticket completion rates, and assist the Technical Facilities Coordinator with performance evaluations and skill development plans.
1. AMC On-Site Contractor Supervision
- Directly supervise all in office technical contractors performing preventive, corrective, and routine maintenance under active Annual Maintenance Contracts (AMCs) (e.g., Chillers, Generators, Elevators, High-Voltage Switchgear, Transformers, UPS systems).
- Verify that contractor work strictly complies with AMC scopes of work, safety guidelines, and campus quality standards before signing off on work completion sheets.
- Inspect contractor-supplied materials and spare parts for quality and specification compliance prior to installation.
- Maintain detailed logs of contractor site visits, AMC service schedules, breakdown histories, and vendor performance reports, flagging service delays or non-compliance to the Technical Facilities Coordinator.
1. Inventory Equipment Management
- Oversee preventive and corrective maintenance for campus electrical systems (panels, transformers, indoor/outdoor lighting, UPS, back-up generators) and AC systems (chillers, AHUs, split units, package units).
- Supervise multi-skilled technicians handling general building maintenance, hardware, doors, fixtures, and non-plumbing mechanical systems.
- Manage the technical work-order queue, prioritizing critical requests to minimize disruption to academic and administrative activities.
- Coordinate technical power distribution, temporary lighting, and climate control needs for major campus events and functions.
- Collaborate with the Plumbing Supervisor on cross-functional maintenance issues and escalate major technical failures to the Technical Facilities Coordinator.
1. Inventory, Tools Safety Compliance
- Track inventory for electrical components, HVAC spares, refrigerants, and general hardware; submit purchase requests to the Technical Facilities Coordinator.
- Ensure internal staff and external contractors strictly adhere to electrical safety standards, Lockout/Tagout (LOTO) procedures, refrigerant handling regulations,
and campus health guidelines.
- Ensure all workers (staff and contractors) utilize appropriate Personal Protective Equipment (PPE) and follow safety protocols for working at heights or in plant rooms.
- Maintain operational logs for statutory electrical inspections, generator running hours, and central HVAC maintenance as directed by the Technical Facilities Coordinator.
Qualifications Skills;Required:
- Experience: 4+ years of technical experience in commercial, industrial, or educational facility maintenance, with at least 2 years in a supervisory role that includes managing AMC contractors and vendors.
- Education/Certification: Diploma or ITI / Vocational Certification in Electrical Engineering, Air Conditioning Refrigeration, or Mechanical Trade.
- Technical Knowledge: Strong working knowledge of commercial power distribution, central/split AC systems, electric motors, non-plumbing MEP infrastructure, and contract SLA enforcement.
- Communication: Clear verbal and written communication skills to liaise with internal technicians, external contractors, peer supervisors, faculty, and technical leadership.
- Computer Skills: Proficiency in digital work-order systems (CMMS), vendor log tracking, basic MS Office/Email, and asset management software.
Preferred:
- Valid Electrical Supervisor License or certified HVAC/Refrigerant handling credentials.
- Prior experience supervising AMC vendors on a multi-building university or hospital campus.
- Basic understanding of Building Management Systems (BMS) or Energy Management Systems (EMS).
