Position Overview

We are seeking a seasoned and highly strategic IT Technical Delivery Manager with 12 to 17 years of IT experience to lead the end-to-end delivery of complex enterprise applications. The ideal candidate will bridge the gap between business objectives, technology execution, and commercial viability.With a strong foundational background in Java or .NET enterprise architecture, you will oversee cross-functional engineering teams, foster a mature Agile environment, and manage end-to-end project execution, including financial planning and budgeting. Furthermore, you will play a key role in driving business growth by leading RFP/RFI responses, presales, solutioning, and estimation activities.

Key Responsibilities. 1.End-to-End Delivery & Project Management

- Delivery Governance: Establish and maintain robust governance structures to track, monitor, and report delivery progress against SLAs, KPIs, and project milestones.
- Risk & Issue Management: Proactively identify, mitigate, and resolve project risks, technical debt, and delivery bottlenecks to ensure smooth project lifecycles.
- Stakeholder Management: Manage communication and expectations with internal leadership, engineering teams, and senior client executives (C-level).
- Resource Management: Optimize resource utilization across projects, manage capacity planning, and build high-performing, cross-functional teams.

2. Technical Solutioning & Architecture Oversight

- Technical Guidance: Leverage your background in Java (Spring, Microservices) or .NET (Core, ASP.NET,



Azure/AWS microservices) to guide architectural decisions, perform high-level design reviews, and ensure modern engineering standards (clean code, CI/CD, security).
- Technology Modernization: Act as a consulting advisor to clients on legacy modernization, cloud migrations (AWS, Azure, or GCP), and scalable application architecture design.

3. Presales, RFP/RFI, and Proposals

- Bid Management: Lead cross-functional bidding teams on high-value global RFPs/RFIs, translating client requirements into structured technical and commercial solutions.
- Proposal & Solution Engineering: Collaborate with enterprise architects to build compelling, client-centric proposals, statement of works (SoWs), and response documents.
- Estimation Frameworks: Drive the estimation process using robust industry methodologies (e.g., Agile Story Points, Function Points, Use-Case Points, bottom-up estimation) to deliver accurate, competitive, and profitable pricing.
- Client Presentations: Present proposed technical solutions and delivery methodologies confidently to client stakeholders during pitches and oral defenses.

4. Financial Management & Budgeting

- P&L; Responsibility: Manage project-level or account-level Profit & Loss (P&L;), ensuring target margins and operational efficiencies are met.
- Budget Planning: Create, monitor, and control comprehensive project budgets, including personnel costs, infrastructure/licensing fees, and contingency allocations.
- Forecasting:



Conduct periodic financial forecasting and billing reconciliations, identifying variances early and executing corrective measures.

5. Agile and Process Leadership

- Agile Evangelism: Champion and scale Agile frameworks (Scrum, Kanban, or Scaled Agile/Protected) to accelerate time-to-market and ensure predictability.
- Continuous Improvement: Cultivate a culture of continuous learning, automation, and delivery excellence through retrospective optimizations.

Required Skills and Experience

- Experience: 12 to 17 years of overall experience in IT, with at least 5+ years in a dedicated Delivery Management or Program Management role managing teams of 20+ engineers.

- Technical Background:
- Strong hands-on architectural background in either Java (Spring Boot, Microservices, Hibernate) or .NET (.NET Core, C#, Web API).
- Good understanding of cloud platforms (AWS, Azure, or GCP) and modern DevOps tools (Jenkins, GitLab CI, Docker, Kubernetes).
- Pre-Sales & Bid Experience: Proven track record of independently responding to complex RFPs/RFIs, drafting commercial/technical proposals, and building robust estimation sheets.
- Financial Acumen: Direct experience managing project/program budgets, resource billing models (T&M;, Fixed Price), and cost-to-complete analyses.
- Agile Leadership: Deep expertise in running and scaling agile methodologies. Certification (e.g., CSM, PMP-ACP, SAFe Agilist) is highly desirable.
- Core Soft Skills: Superior negotiation, conflict-resolution, client-handling, and presentation skills.

Preferred Certifications

- Project Management: PMP, PRINCE2, or equivalent.
- Agile/Scrum: CSM, PMI-ACP, SAFe Agilist, or PSM.
- Architectural: AWS/Azure Certified Solutions Architect (Associate or Professional level).
