Job Purpose The Billing Engineer is responsible for preparing, checking, submitting, and tracking project bills based on executed work, approved drawings, BOQ, contract conditions, and site measurements. The role also involves quantity verification, reconciliation, variation management, and coordination with the site, client, consultant, and commercial teams.

Key Roles & Responsibilities1. Quantity Measurement

- Take and verify measurements of executed work at site.
- Prepare detailed measurement sheets as per approved drawings and BOQ.
- Coordinate with Site Engineers and Quantity Surveyors for accurate measurements.
- Verify actual executed quantities against BOQ quantities.

1. RA Bill Preparation

- Prepare monthly Running Account (RA) Bills based on actual work executed.
- Prepare bill abstracts and detailed quantity statements.
- Ensure that billing is done according to contract rates and terms.
- Submit bills to the client/consultant within the scheduled timeline.

1. BOQ & Contract Management

- Study BOQ, Work Order, Contract Agreement, specifications, and relevant conditions.
- Monitor BOQ quantities against actual execution.
- Identify excess quantities, short quantities, deviations, and variations.
- Maintain records of approved and pending items.

1. Measurement Book (MB)

- Prepare and maintain Measurement Book / measurement records wherever applicable.
- Ensure that measurements are properly recorded and supported by site documents.
- Coordinate with the client/consultant for measurement verification and certification.

1. Variation & Extra Item

- Prepare statements for Extra Items, Variation, Deviation, and Additional Works.
- Prepare rate analysis for non-BOQ and extra items.




- Obtain necessary approvals before including extra items in bills.
- Maintain proper supporting documents for variation claims.

1. Material Reconciliation

- Prepare material reconciliation statements for major construction materials.
- Compare theoretical consumption with actual consumption.
- Identify excess/short consumption and coordinate with the concerned departments for clarification.

1. Client Coordination

- Coordinate with Client, Consultant, Project Manager, Site Engineer, and Commercial Team.
- Resolve billing and measurement-related queries.
- Follow up for bill verification, certification, and payment.
- Maintain records of submitted, certified, and paid bills.

1. Subcontractor Billing

- Check and verify subcontractor bills against actual site execution.
- Verify quantities, rates, deductions, and supporting documents.
- Ensure subcontractor bills comply with the Work Order and contract terms.

1. Documentation & Records

Maintain proper records of:
- BOQ
- Work Orders
- Approved Drawings
- Measurement Sheets
- RA Bills
- MB Records
- Abstract Sheets
- Variation Statements
- Extra Item Statements
- Rate Analysis
- Material Reconciliation
- Client Certifications
- Payment Records
- Final Bill Documents

1. Final Billing

- Prepare project final bill based on final executed quantities.




- Complete final quantity reconciliation.
- Incorporate approved variations and extra items.
- Coordinate with the client/consultant for final measurement and certification.
- Support project closure and final payment documentation.

Required Skills
- Good knowledge of construction billing procedures.
- Knowledge of BOQ and quantity estimation.
- Understanding of civil construction drawings.
- Knowledge of contract and billing procedures.
- Strong MS Excel skills.
- Knowledge of MS Word and documentation.
- Positive communication and coordination skills.
- Ability to analyze quantities and commercial data.
- Knowledge of AutoCAD is an added advantage.

- Accuracy of measurements and bills.
- Timely submission of RA Bills.
- Reduction of billing errors and rejections.
- Timely certification and payment follow-up.
- Accurate quantity and material reconciliation.
- Proper documentation of variations and extra items.
- Compliance with contract and project requirements.

Education & Experience Qualification: Diploma / B.E. / B.Tech in Civil Engineering or equivalent.

Experience: Typically 2–8 years of experience in construction billing, quantity surveying, commercial, or project execution. The required experience may vary depending on project size and organization.

Coordination The Billing Engineer generally coordinates with:

- Project Manager
- Site Engineers
- Quantity Surveyor
- Planning Engineer
- Client / Consultant
- Commercial Department
- Accounts Department
- Procurement Department
- Subcontractors

Pay: ₹480,000.00 per year
