Position Summary
Homeless Care Foundation is seeking a highly competent, integrity-driven, and compliance-focused finance professional to independently manage the complete finance and compliance function of the organization. This is a hands-on leadership role responsible for accounting operations, statutory compliance, PF & ESI compliance, payroll processing, MIS reporting, procurement governance, donor financial reporting, audit coordination, and financial risk monitoring. The position demands strong documentation discipline, proactive compliance management, and the ability to maintain audit-ready financial systems at all times.
Key ResponsibilitiesStatutory & Regulatory Compliance
● Ensure compliance under Income Tax Act (12A & 80G provisions).
● Prepare and coordinate filing of ITR and audit reports (Form 10B / 10BB and other applicable forms).
● Manage TDS deduction, deposit, reconciliation, and quarterly returns.
● Ensure GST compliance and timely filings.
● Ensure compliance under PF and ESI regulations including timely deposits and returns.
● Maintain CSR-1 documentation and statutory disclosures.
● Keep NGO Darpan and other registrations updated.
● Maintain strict compliance calendar with zero-delay policy.
● Ensure proper classification of corpus, restricted, and general donations.
● Ensure compliance with income application norms.
Accounting & Financial Management (Full Ownership Role)
● Maintain complete and accurate books of accounts in Tally or equivalent software.
● Prepare and record journal entries, receipts, payments, and adjustments regularly.
● Prepare and reconcile Bank Reconciliation Statements (BRS) monthly.
● Ensure monthly book closure within the first week of every month.
● Prepare Balance Sheet, Income & Expenditure, Cash Flow Statement, and Budget vs Actual Report.
● Maintain project-wise and donor-wise accounting.
● Ensure strict segregation of restricted, unrestricted, and corpus funds.
● Ensure all transactions are voucher-supported, approved, and properly documented.
MIS & Financial Reporting
● Prepare monthly MIS reports for management review.
● Present Budget vs Actual variance analysis with explanations.
● Prepare fund utilization summaries and project-wise financial dashboards.
● Submit periodic financial reports to trustees and management.
● Develop structured reporting formats for improved financial visibility.
Payroll & Employee Compliance
● Process accurate and timely monthly payroll.
● Deduct and deposit salary TDS.
● Ensure timely PF & ESI contributions and filings.
● Maintain employee records and compliance documentation.
● Monitor staff advances and reimbursements.
Procurement & Purchase Governance
● Ensure Purchase Order (PO) is raised before major procurement.
● Obtain and document competitive vendor quotations.
● Maintain vendor comparison statements and approvals.
● Verify goods/services before payment release.
● Maintain procurement documentation in audit-ready format.
Donor Fund Management & Reporting
● Prepare donor-wise utilization reports.
● Issue utilization certificates.
● Monitor committed vs received funds.
● Ensure restricted funds are used strictly as per donor conditions.
● Support preparation of project budgets.
Financial Risk Monitoring & Internal Controls
● Conduct monthly liquidity and fund position review.
● Prepare short-term cash flow projections.
● Monitor statutory liabilities and vendor dues.
● Identify financial deviations and unusual transaction patterns.
● Ensure audit readiness throughout the year.
Audit & Governance Support
● Maintain audit-ready documentation.
● Coordinate with statutory auditors and consultants.
● Prepare financial schedules before audit.
● Ensure timely closure of audit observations.
Asset & Record Management
● Maintain updated fixed asset register and depreciation schedule.
● Conduct periodic physical verification of assets.
● Ensure proper record retention as per legal requirements.
Key Performance Indicators (KPIs)
● Zero statutory penalties (Income Tax, TDS, PF, ESI, GST).
● Timely monthly MIS reporting.
● No donor compliance breach.
● Clean procurement documentation.
● Audit-ready books throughout the year.
Required Qualifications
● B.Com / M.Com (CA Inter preferred).
● Minimum 5+ years of accounting experience.
● NGO experience preferred.
● Strong knowledge of statutory compliance for charitable organizations.
● Experience handling PF, ESI, TDS and payroll compliance.
● Strong MIS and financial reporting skills.
● Proficiency in Tally and MS Excel.
Working Hours
● Monday to Saturday – 10:30 AM to 7:00 PM.
● The candidate may be required to work extended hours during audits, financial year-end closing, urgent statutory deadlines, or critical project requirements.
Compensation
Salary / Compensation will be commensurate with experience, qualifications, and demonstrated compliance expertise.
