Role Purpose
The Purchase Officer will manage timely, cost-effective, and quality-compliant procurement for steel plant operations, with specific responsibility for rolling mill and Steel Melting Shop (SMS) spare parts, consumables, and maintenance requirements. The role requires strong vendor management, purchase monitoring, commercial negotiation, and cross-functional coordination.
Key Responsibilities
- Execute end-to-end purchasing activities, including requirement review, enquiry/RFQ issuance, quotation collection, comparison, negotiation, purchase order placement, and delivery follow-up.
- Procure rolling mill and SMS spare parts, equipment components, consumables, and maintenance items in line with approved technical specifications and required timelines.
- Coordinate with Production, Mechanical, Electrical, Instrumentation, Stores, Quality, and Finance teams to verify specifications, stock position, priorities, and receipt status.
- Prepare techno-commercial comparison statements and recommend suppliers based on price, quality, delivery, payment terms, service capability, and total cost.
- Develop, evaluate,
and maintain a reliable vendor base for steel plant and engineering requirements; identify alternate sources to reduce cost and supply risk.
- Negotiate prices, delivery schedules, credit/payment terms, warranties, freight, and other commercial conditions while protecting the company's interests.
- Monitor open purchase orders and ensure on-time delivery, correct documentation, inspection coordination, and closure of shortages, rejections, or quality claims.
- Support urgent breakdown and shutdown purchases while maintaining appropriate approvals and records.
- Maintain accurate purchase records, vendor data, quotations, comparative statements, orders, and MIS reports in Excel and/or ERP systems.
- Track market trends and price movements for steel-industry spares, engineering materials, and consumables to support budgeting and cost-saving initiatives.
- Ensure compliance with company purchasing policies, authorization levels, audit requirements, and ethical procurement practices.
Required Industry Knowledge
- Hands-on purchasing knowledge of rolling mill spares and maintenance items, such as rolls, bearings, guides, gearboxes, gears, couplings, shafts, shears/blades, hydraulic and pneumatic items, lubrication items, motors, drives, and instrumentation components.
- Working knowledge of SMS parts and consumables, including equipment and spares used in melting, ladle handling, casting, material handling, utilities, and related maintenance activities.
- Ability to understand purchase requisitions, technical specifications, part numbers, basic drawings,
makes/brands, and equivalent or alternate offers in consultation with technical users.
- Familiarity with vendor lead times, critical spares, shutdown requirements, and the operating urgency of a steel manufacturing plant.
Qualification & Experience
- B.Com., M.Com., or graduation in any recognized discipline. A diploma or postgraduate qualification in Materials Management, Supply Chain, or Procurement will be an advantage.
- 3-5 years of relevant purchasing/procurement experience, preferably in an iron and steel manufacturing company.
- Relevant experience in rolling mill purchases and practical knowledge of SMS parts procurement is required.
Skills & Competencies
- Strong purchase monitoring, vendor development, sourcing, negotiation, and commercial evaluation skills.
- Good working knowledge of Microsoft Excel; exposure to ERP/SAP or another purchase management system is preferred.
- Clear verbal and written communication, with the ability to coordinate effectively with internal departments and suppliers.
- Positive analytical ability, follow-up discipline, documentation accuracy, integrity, and a result-oriented approach.
- Ability to work under pressure and handle multiple routine, planned, and urgent plant requirements.
