Job Description - Head Human Resources
Key Roles & Responsibilities
1. Strategic HR Leadership
- Develop and implement the University's HR strategy aligned with institutional goals.
- Build a culture of performance, accountability, integrity, and employee engagement.
- Drive HR transformation through digitization and process automation.
2. Recruitment & Talent Acquisition
- Lead the complete recruitment function.
- Prepare annual manpower planning in consultation with departments.
- Ensure recruitment processes comply with applicable UGC Regulations, AICTE (where
applicable), PCI, INC, BCI, NMC, and other statutory bodies governing professional programmes.
- Coordinate advertisement, screening, interviews, selection committees, offer management, onboarding, and induction.
- Maintain recruitment metrics and talent pipeline.
3. Faculty & Employee Database Management
- Maintain comprehensive digital records of all teaching and non-teaching employees & ensure accuracy of: Appointment details, Qualifications & Experience, Increment History, leave records, Service books, Research profile, Retirement records, Contract renewals for inspections, accreditation, and statutory audits etc.
4. Payroll & Compensation Management
- Oversee monthly payroll processing & ensure accurate salary disbursement.
- Supervise statutory deductions including: Income Tax (TDS), PF, ESI, Skilled Tax, Gratuity etc.
- Coordinate with Finance for salary budgeting.
- Ensure confidentiality and accuracy in compensation administration.
5. Leave Administration
- Formulate and administer leave policies for teaching and non-teaching staff in compliance with- University Statutes, Service Rules, Applicable labour laws, UGC regulations (wherever applicable)
- Monitor leave balances and approvals.
- Handle maternity, paternity, medical, earned, casual, academic, study, sabbatical, and extraordinary leave as applicable.
6. Employee Relations & Grievance Redressal
- Develop an effective grievance handling mechanism to investigate employee complaints objectively and provide timely resolution.
- Coordinate Internal Committees including: POSH, Grievance Redressal Committee
7. Performance Management
- Design and administer PMS & coordinate annual appraisal process.
- Support implementation of Academic Performance Indicator (API)/Performance Based Appraisal System (PBAS), if applicable under prevailing regulations or University policy.
8. HR Policy Development
- Develop and periodically revise policies to ensure compliance with changing statutory and regulatory requirements.
9. Compliance & Statutory Responsibilities
- Ensure compliance with applicable provisions of: UGC Regulations, Labour laws, PF & Payment of Gratuity Act, State Private University Act or any other applicable statutory requirements.
- Coordinate HR documentation during: NAAC Accreditation, NIRF submissions, UGC inspections, Statutory audits, NBA (where applicable), Regulatory compliance reviews.
10. Employee Engagement & Welfare
- Drive employee engagement initiatives.
- Promote faculty and staff development initiatives.
11. HR Analytics & MIS
- Prepare periodic reports on: Faculty strength, Student-faculty ratio, Recruitment status, Attrition, Compliance status
12. Team Leadership
- Lead, mentor, and supervise the HR team to ensure timely delivery of HR services across all schools and departments.
- Allocate responsibilities and monitor performance.
Qualifications & Experience
1. Essential
- Master's Degree in HRM / Personnel Management or equivalent from a recognized University.
- Min 15 years of proven experience in managing large-scale employee base with at least 5 years in a senior leadership position
2. Desirable
- Additional qualification in Labour Laws or Industrial Relations.
- Certification in HR Analytics/HRMS.
- Exposure to Higher Education Institutions.
