We are looking for an experienced Offshore Process & Risk Safety Lead to drive design safety, risk management, and loss prevention activities for offshore oil & gas developments, including Fixed Platforms and FPSOs. This role is accountable for ensuring that all safety-related risks are systematically identified, assessed, and controlled to ALARP levels throughout the FEED and Detailed Engineering phases.
The position requires deep technical expertise in safety studies, fire and explosion risk analysis, emergency systems, and international HSE standards, along with the ability to lead safety engineering efforts across multidisciplinary project teams.
Core Accountability Areas
Design Safety & Risk Governance
Establish and maintain the project Design Safety Framework, aligned with the hierarchy of risk control and regulatory expectations.
Ensure safety risks are eliminated or reduced at source through Inherently Safer Design principles wherever feasible.
Provide technical leadership to ensure prevention, control, mitigation, and emergency response measures are effectively embedded into design.
Project & Team Leadership
Act as the focal point for all safety engineering activities during FEED and Detailed Engineering stages.
Advise Project Managers and Engineering Leads on safety-critical decisions and risk trade-offs.
Mentor and technically guide junior and mid-level safety engineers to build long-term capability.
Key Technical Responsibilities
Safety Studies & Engineering Deliverables
Lead, perform, and review safety engineering studies, including:
Safety Concept, HSE Philosophy, Safety Design Basis
Fire Protection & Loss Prevention Philosophy
Quantitative Risk Assessment (QRA)
Fire & Explosion Risk Analysis (FERA)
Escape, Evacuation & Rescue Analysis (EERA)
Emergency System Survivability Analysis (ESSA)
Emergency Preparedness Analysis (EPA)
ALARP demonstrations and risk justification reports
Hazard Identification & Risk Assessment
Facilitate and review HAZID, HAZOP, SIL, LOPA, and Design Risk Assessments.
Conduct dropped object, fire, explosion, and escalation scenario assessments.
Develop and maintain Bow-Tie diagrams using BowTie XP to demonstrate barrier management.
Fire, Explosion & Loss Prevention Engineering
Define fire zones, hazardous areas, restricted zones, and impact areas.
Develop Passive Fire Protection (PFP) philosophies, specifications, and coverage plans.
Design and review Active Fire Protection (AFP) systems, including water, foam, and water mist networks.
Perform firewater hydraulic calculations using PIPENET.
Conduct dispersion, radiation, and flare studies using PHAST, FLARESIM, and FRED.
Layouts, Systems & Interfaces
Review PFDs, P&IDs;, and plot plans from a technical safety perspective.
Define escape routes, firefighting access, safety signage, and life-saving equipment layouts.
Identify HSE Critical Equipment & Systems (HSECES) and develop performance standards.
Review hazardous area classification drawings and equipment schedules.
Reviews, Compliance & Assurance
Lead HSE design reviews, audits,
and interdisciplinary safety assessments.
Review third-party engineering deliverables for compliance with project and regulatory HSE requirements.
Ensure alignment with international and industry standards and client specifications.
Required Experience & Qualifications
Experience
8–18 years of experience in offshore oil & gas safety engineering, risk assessment, or loss prevention.
Strong exposure to FEED and Detailed Engineering for Fixed Platforms and/or FPSOs.
Technical Expertise
Proven hands-on experience with PHAST, FLARESIM, PIPENET (standard and sprinkler modules).
Deep understanding of offshore safety design, fire protection systems, and emergency response engineering.
Standards & Codes Knowledge
Robust working knowledge of:
API 14 Series
API 2030
API 520 / 521 / 526
NFPA 13, 15, and 20
OISD guidelines and international offshore safety standards
Education
Bachelor’s or Master’s degree in Chemical Engineering, Mechanical Engineering, Safety Engineering, or a related discipline.
Formal training or certification in risk assessment and safety studies is highly desirable.
