Position Overview
We are looking for an experienced IREPS Bidding skilled with 12–15 years of experience in handling Indian Railways / Metro / Rolling Stock tenders, with strong expertise in coach shell, interior, fabrication, outfitting and associated engineering packages.
The candidate will be responsible for the end-to-end management of IREPS tenders, including tender identification, technical and commercial evaluation, bid preparation, costing, vendor coordination, submission, post-bid clarification and order follow-up.
The ideal candidate should have strong knowledge of Indian Railways procurement processes, IREPS, tender documentation, RDSO specifications, railway drawings, technical compliance and commercial bidding.
Key Responsibilities
A. IREPS Tender Management
- Monitor and identify relevant tenders on the IREPS portal for Shell, Interior, Coach Body, Fabrication, Outfitting and related railway components.
- Analyse tender documents, NIT, technical specifications, drawings, BOQ, schedules and commercial terms.
- Evaluate eligibility criteria, EMD, security deposit, experience requirements, turnover requirements and other tender conditions.
- Maintain a systematic Tender Opportunity / Bid Pipeline.
- Coordinate complete bid preparation and ensure timely submission through IREPS.
- Track tender corrigenda, amendments, extensions and clarifications.
B. Technical Bid Preparation – Shell & Interior
- Review technical requirements related to railway coach shells, stainless steel / aluminium coach structures, coach interiors, flooring and ceiling systems,
side walls, partitions and panels, doors and windows, seats and berths, toilets and pantry interiors, luggage racks and fittings, HVAC-related interiors, electrical and interior integration, and fabricated and machined components.
- Interpret railway drawings, specifications, BOMs and manufacturing requirements.
- Coordinate with engineering and production teams to establish technical feasibility.
- Prepare technical compliance statements and deviation statements.
- Identify critical technical and quality requirements before bidding.
C. Costing & Commercial Bidding
- Prepare detailed tender costing covering raw materials, bought-out components, fabrication, CNC machining, welding, assembly, surface treatment, painting / powder coating, testing and inspection, packaging, freight and logistics, tooling and development costs, overheads and contingency.
- Obtain and evaluate quotations from suppliers and manufacturing partners.
- Benchmark historical tender prices and market prices.
- Develop competitive price-to-win / target pricing strategies.
- Work with finance and management to determine margins and commercial strategy.
- Prepare commercial bid sheets and final price recommendations for management approval.
E. Tender Compliance & Documentation
- Ensure complete compliance with IREPS tender requirements.
- Review technical eligibility, past performance, similar work experience, financial eligibility, MSME requirements, Make-in-India / local content requirements, quality certifications,
inspection requirements, warranty requirements, delivery schedules, LD clauses, payment terms, and arbitration and contractual conditions.
- Coordinate preparation of undertakings, declarations, certificates and supporting documents.
- Maintain a tender documentation repository and ensure validity of all certificates.
F. Post-Bid Activities
- Monitor tender opening and comparative statements.
- Analyse competitor pricing and bid outcomes.
- Respond to technical and commercial clarifications.
- Coordinate with Railways / OEMs for pre-bid meetings and post-bid discussions.
- Track tender status until LOA / PO / Contract Award.
- Support contract review and handover to project / operations teams after order receipt.
Educational Qualification
Essential: B.E. / B.Tech. / Diploma in Mechanical, Production, Industrial, Automobile or related Engineering discipline.
Preferred: MBA / PGDM in Business Development, Operations, Supply Chain or related field.
Experience
12–15 years of relevant experience, preferably in Indian Railways / IREPS tendering, Rolling Stock, Railway Coach Manufacturing, Metro Rail, Coach Shell & Interior manufacturing, Railway fabrication, Railway component manufacturing, or engineering procurement / bidding.
Candidates with strong experience in Railway OEMs, Tier-1 suppliers or established railway engineering companies will be preferred.
Preferred Candidate Profile
The ideal candidate will be someone who can independently identify, evaluate, cost, prepare and submit IREPS tenders for Railway Shell & Interior packages and take ownership from tender discovery through order award.
Experience in railway coach shell fabrication, interior outfitting, stainless-steel/aluminium structures and railway component manufacturing will be highly preferred.
