Job Summary

We are looking for an experienced Civil Quantity Surveyor / Billing Engineer to verify contractor and vendor bills against actual site execution, approved BOQ, drawings, rates and contractual terms. The role involves quantity verification, billing reconciliation, rate analysis, contractual deductions and audit support.

Key Responsibilities

* Verify RA bills and final bills against actual civil work executed at site.

* Check Measurement Books (MB), site measurements and approved drawings.

* Re-measure quantities for excavation, concrete, steel, brickwork, plaster, flooring and other civil works.

* Identify overbilling, duplicate billing, measurement discrepancies and quantity inflation.

* Verify billing rates against BOQ, work orders, tender rates and applicable SOR.

* Review rate analysis for extra, substituted and non-tendered items.

* Check price escalation and contractual provisions wherever applicable.

* Verify retention,



security deposit, mobilisation advance and other contractual recoveries.

* Check TDS, GST TDS, Labour Welfare Cess and applicable penalties/LD.

* Verify material reconciliation for client-supplied cement, steel, TMT and other materials.

* Prepare item-wise billing discrepancy and reconciliation reports.

* Support internal audit assignments with workpapers, documentation and site evidence.

* Suggest improvements in billing approval and certification processes.

Required Skills

* Robust knowledge of Quantity Surveying, Civil Billing and BOQ.

* Good understanding of rate analysis and CPWD/PWD/SOR norms.

* Ability to read civil, structural and architectural drawings.

* Knowledge of GST and statutory deductions applicable to works contracts.

* Excellent MS Excel skills for billing reconciliation and data analysis.

* Exposure to ERP/SAP/Tally billing modules will be an advantage.
