Role Purpose

The Head Contracts & Billing will lead the complete Contracts, Tendering, Estimation, Commercial and Billing function from the Head Office, ensuring effective contract management, accurate project billing, commercial control, claims management and timely cash realization across all EPC projects.

Key Responsibilities

1. Tendering & Estimation
- Lead the complete tendering process from tender study to final submission and negotiation.
- Review tender documents, BOQs, drawings, specifications, commercial terms and contractual conditions.
- Prepare and review detailed estimates, rate analysis, BOQ and cost budgets.
- Coordinate with Projects, Design, Procurement and Management teams for technical and commercial inputs.
- Identify commercial risks, exclusions, deviations and opportunities during tendering.




- Lead pre-bid meetings, negotiations and final commercial closure.

2. Contracts Management
- Review and manage EPC/Construction contracts, work orders, subcontracts and client agreements.
- Ensure contractual compliance and protection of company interests.
- Review key contractual provisions relating to scope, payment, variations, EOT, LD, retention, security deposits, warranties, insurance and termination.
- Manage contractual correspondence, notices and documentation.
- Identify potential claims and contractual risks at an early stage.
- Lead variation orders, change orders, claims and EOT submissions.
- Support management in contractual negotiations and dispute resolution.

3. Billing & Commercial Management
- Lead client billing, contractor billing and vendor billing across projects.
- Establish billing systems, processes and timelines for all projects.
