Job Summary

We are looking for a responsible and experienced HSE Officer / HSE Engineer to ensure a safe and healthy working environment at project sites. The candidate will be responsible for implementing safety policies, conducting inspections, identifying hazards and ensuring compliance with applicable safety standards and company procedures.

Key Responsibilities

- Develop, implement and monitor the organization's overall HSE policies, systems and procedures.
- Provide strategic direction and leadership to the HSE team across multiple projects/sites.
- Ensure compliance with applicable health, safety and environmental laws, regulations and statutory requirements.
- Establish project-specific HSE plans, objectives, procedures and performance standards.
- Conduct regular HSE audits, inspections and management reviews across project sites.
- Identify potential hazards and ensure effective implementation of Risk Assessments, JSA, HIRA and Method Statements.
- Monitor high-risk activities including work at height, excavation, lifting operations, scaffolding, electrical works, confined spaces and hot work.
- Ensure effective implementation of Permit-to-Work (PTW) systems.
- Lead investigation of accidents, incidents, near misses and dangerous occurrences and ensure corrective/preventive actions.
- Establish emergency preparedness and response plans, including fire safety, evacuation and disaster management.
- Ensure adequate PPE, safety equipment, fire-fighting systems, first-aid facilities and emergency arrangements at all sites.
- Develop and conduct HSE training programs, safety inductions, toolbox talks and awareness campaigns.




- Monitor and evaluate HSE performance through KPIs, dashboards, reports and safety statistics.
- Ensure effective HSE management of contractors, subcontractors, vendors and site personnel.
- Coordinate with Project Heads, Site Managers, HR, Administration and senior management on HSE matters.
- Lead internal and external HSE audits and ensure timely closure of audit observations.
- Prepare and present monthly/quarterly HSE performance reports to senior management.
- Drive initiatives to achieve Zero Accident / Zero Fatality objectives.
- Promote a proactive safety culture and ensure accountability at all organizational levels.
- Ensure environmental controls relating to waste management, dust, noise, water, pollution and other project-related environmental risks.
- Review HSE performance of all projects and recommend improvements to management.

Required Skills

- Positive knowledge of construction site safety practices.
- Knowledge of PPE, Risk Assessment, JSA, PTW and Toolbox Talks.
- Knowledge of fire safety and emergency response procedures.
- Good communication and interpersonal skills.
- Ability to conduct safety training and awareness programs.
- Good documentation and reporting skills.
- Ability to identify hazards and implement corrective actions.
- Basic knowledge of MS Office and Excel.

Preferred Certifications

- NEBOSH
- IOSH
- OSHA
- Diploma in Industrial Safety / Advanced Diploma in Industrial Safety
- First Aid / Fire Safety certification
