Job Title: Tender Executive / Tender Engineer
Roles & Responsibilities The candidate will be responsible for managing the complete tendering and bidding process for Government, PSU, Municipal, Infrastructure, Engineering Consultancy, DPR, PMC and Construction projects.
Key Responsibilities
- Search and identify relevant Government, PSU and private tenders through GeM, CPPP, State e-Tender portals and other tender platforms.
- Regularly monitor upcoming tenders related to Civil Engineering, Infrastructure, Water Supply, UGSS, Buildings, DPR, PMC and Construction Consultancy.
- Download and thoroughly review Tender Documents, RFPs, RFQs, EOI and NIT documents.
- Prepare a detailed Tender Summary / Tender Synopsis highlighting:
- Tender ID and Reference Number
- Scope of Work
- Estimated Project Cost
- EMD
- Tender Processing Fee
- Eligibility Criteria
- Similar Work Experience Requirements
- Turnover Requirements
- Key Personnel Requirements
- Submission Date and Time
- Technical and Financial Evaluation Criteria
- Evaluate the company's eligibility against tender requirements before recommending participation.
- Prepare Technical Bid and Financial Bid documentation as per tender conditions.

- Prepare and verify all mandatory tender forms, declarations, affidavits, undertakings and supporting documents.
- Coordinate with Engineering, Design, Finance, Accounts, HR, Planning and Management teams for tender documentation.
- Obtain required documents including CA Certificates, Turnover Certificates, Net Worth Certificates, GST, PAN, EPF, ESI and statutory registrations.
- Coordinate for preparation and submission of EMD, Bank Guarantees, Tender Fees and Performance Security documents.
- Upload tender documents accurately on respective e-Tendering portals.
- Ensure DSC-based digital submission is completed before the tender deadline.
- Maintain proper file naming, document sequencing, scanning and uploading standards.
- Verify all uploaded documents before final tender submission.
- Prepare competitive BOQ / Financial Bid submissions in coordination with management and the estimation team.
- Maintain confidentiality of commercial rates and tender strategies.
- Attend Pre-Bid Meetings and maintain records of queries, clarifications and amendments.
- Prepare and submit pre-bid queries wherever required.
- Monitor Corrigendum, Addendum, Extension and Clarification notices after tender publication.
- Track tender status after submission including:
- Technical Bid Opening
- Technical Evaluation
- Financial Bid Opening
- L1/L2/L3 Status
- Letter of Acceptance
- Work Order
- Agreement execution
- Respond to tender clarification requests issued by clients or Government departments.
- Coordinate submission of additional supporting documents during technical evaluation.
- Follow up with departments regarding tender evaluation and award status.
- Identify suitable Joint Venture / Consortium / Associate partners where the company does not independently meet eligibility requirements.
- Coordinate JV documentation, credentials and agreement requirements.
- Maintain an updated database of consultants, contractors and potential JV partners.
- Maintain a complete Tender Tracking Register / MIS containing:
- Tender identified
- Tender under review
- Bid / No-Bid decision
- Tender submitted
- Technical qualification status
- Financial bid status
- L1 status
- Awarded tenders
- Lost tenders
- EMD refund status
- Maintain systematic digital and physical records of all submitted tenders.
- Track EMD, Security Deposits, Bank Guarantees and refund due dates.
- Prepare Daily, Weekly and Monthly Tender Status Reports for management review.
- Maintain a database of completed and ongoing projects for future tender eligibility.
- Maintain updated records of key personnel CVs, qualification documents and experience certificates.
- Ensure tender deadlines are strictly followed without last-minute submission risk.
- Support management in developing effective bidding strategies and improving the company's tender success rate.
Required Skills
- Excellent knowledge of Government Tendering and e-Procurement procedures.
- Knowledge of GeM, CPPP, Tamil Nadu e-Tender and other Government procurement portals.
- Strong understanding of technical and financial eligibility criteria.
- Ability to interpret RFP, NIT, RFQ and EOI documents.
- Good tender documentation and proposal preparation skills.
- Robust proficiency in MS Word, MS Excel and PowerPoint.
- Knowledge of BOQ and basic estimation will be an advantage.
- Strong documentation and file management skills.
- Excellent written and verbal communication skills.
- Ability to coordinate with multiple departments and work under strict deadlines.
- Attention to detail and ability to identify compliance requirements.
- Knowledge of DPR, PMC, Water Supply, UGSS, Buildings and Infrastructure Consultancy tenders will be highly preferred.
Preferred Qualification B.E./B.Tech Civil Engineering / Diploma in Civil Engineering / MBA / Any relevant Graduate
Experience
2–5 Years of relevant experience in Tendering, Bidding, Proposal Management or Business Development, preferably in an Engineering Consultancy, Construction or Infrastructure Company.
Preferred Candidate Profile
Candidates having hands-on experience in preparation and submission of Government tenders for DPR, PMC, Water Supply, Sewerage/UGSS, STP, Buildings, Roads, Urban Infrastructure and Engineering Consultancy projects will be given preference.
