About the Role

We are seeking a Technical Proposal Engineer Secondary to join our Tendering Department. This role is responsible for supporting the preparation and delivery of high-quality technical proposals related to secondary systems for substations, renewable energy projects, and data center infrastructure.

The successful candidate will work closely with proposal, engineering, and estimating teams to develop technically compliant and competitive tender submissions while ensuring alignment with client specifications, industry standards, and project requirements.

Key Responsibilities

- Review tender and customer specifications related to secondary systems, protection, control, SCADA, and communication systems.
- Support the preparation of technical proposals, ensuring compliance with client requirements and industry standards.
- Develop and review Protection & Control (P&C;) philosophies, interlocking schemes, SCADA architectures, and communication system designs.
- Prepare technical documentation, including protection single-line diagrams, schematics, I/O lists, equipment schedules, calculations, and system architecture drawings.




- Identify value engineering opportunities to provide optimized and cost-effective solutions.
- Coordinate with primary engineering, estimating, procurement, and project teams during the tendering process.
- Liaise with equipment manufacturers, suppliers, and subcontractors to obtain technical information and quotations.
- Assist in the preparation of project execution strategies and technical risk assessments.
- Ensure accurate management and maintenance of technical proposal documentation and tender records.
- Support bid clarification meetings and technical discussions with clients and stakeholders.

Key Requirements

- Bachelor’s Degree in Electrical Engineering or a related discipline.
- Experience in Protection & Control, Secondary Design, or Technical Proposal Engineering within the power transmission and distribution industry.
- Understanding of high-voltage substations, renewable energy projects, or data center electrical infrastructure.
- Knowledge of protection relays, SCADA systems, RTUs, communication networks, and control schemes.
- Project coordination or project management experience is an advantage.

Skills & Competencies

- Strong technical knowledge of secondary systems, protection, control, and communication engineering.
- Good understanding of IEC, IEEE, and relevant utility standards.
- Strong commercial awareness and understanding of the electrical engineering and EPC contracting industry.
- Excellent communication and stakeholder management skills.
- Strong problem-solving and analytical abilities.
- Ability to work collaboratively in a quick-paced tendering environment.
- Proficiency in Microsoft Office Suite and engineering software tools.
- Strong organizational skills with attention to detail.
- Flexibility, adaptability, and a proactive approach to continuous improvement.
