Holotwins Bharat is a technology company focused on AI-powered Digital Twins, Industrial IoT, software solutions and digital transformation for industrial and public-sector organisations. We are looking for an experienced Senior Tender Executive to strengthen our Government and Public Sector business development and tendering function.

Role Overview The Senior Tender Executive will be responsible for end-to-end management of Government and Public Sector tender opportunities, from opportunity identification and qualification through bid submission, client coordination, post-bid follow-up and contract handover.

Key Responsibilities

- Identify and evaluate relevant opportunities across GeM, CPPP, Central/State Government e-procurement portals, PSUs, defence organisations and other public-sector entities.
- Conduct detailed Bid/No-Bid assessments covering eligibility, turnover, past experience, technical requirements, certifications, geographical requirements, EMD/ePBG, MSE/DPIIT exemptions and other mandatory conditions.
- Thoroughly review NIT/RFP/RFQ, Scope of Work (SOW), ATC, SLA, technical specifications, BOQ, corrigenda and contractual conditions before recommending participation.
- Manage end-to-end tender submissions, including technical and commercial documentation, declarations, undertakings, EMD/PBG requirements and portal submissions.
- Coordinate with technical, finance, legal/compliance and management teams to prepare accurate and competitive proposals.
- Manage GeM bidding, BOQ submissions, reverse auctions, technical clarifications and post-bid activities.
- Interact professionally with Government buyers, procurement officials, PSUs and prospective clients for requirements gathering, tender clarifications, meetings and follow-ups.
- Participate in pre-bid meetings, presentations,



negotiations, demonstrations and other client interactions.
- Maintain comprehensive tender trackers covering opportunities, deadlines, submissions, results, contract values, EMD/PBG and follow-up actions.
- Coordinate post-award documentation and handover to project/delivery teams.
- Support broader Government and Public Sector business development and client relationship activities.

Candidate Requirements

- Minimum 5+ years of relevant experience in Government/Public Sector tendering, bid management or institutional business development.
- Strong hands-on experience with GeM and CPPP, along with other Central/State Government and PSU e-procurement portals.
- Sound understanding of eligibility criteria, technical and commercial bids, EMD, PBG/ePBG, MSME/MSE provisions, DPIIT Startup exemptions, reverse auctions and Government procurement processes.
- Experience handling IT, software, technology or professional-services tenders is strongly preferred.
- Ability to independently analyse complex tender documents and identify mandatory eligibility, compliance and potential disqualification conditions.
- Strong client-facing, written and verbal communication skills.
- Excellent attention to detail, documentation and deadline-management capabilities.
- High level of ownership, responsiveness, accountability and skilled judgement.
- Ability to work independently in a permanent remote setting while collaborating effectively with management and technical teams.
