Role Overview

We are a Project Management Consultancy (PMC) seeking an experienced and responsible Project

The Project Manager will serve as the site leader and single point of responsibility for the PMC team.

The role requires strong leadership, commercial and billing knowledge, staff management, stakeholder coordination, and the ability to maintain discipline and accountability across the project.

A central responsibility is to review, verify, and certify contractor and vendor bills, ensuring that quantities, measurements, work progress, approvals, and supporting documentation are accurate before certification.

Key Responsibilities

Billing, BOQ & Commercial Control

Review, verify, and certify RA bills, final bills, contractor bills, vendor bills, and other project-

related bills.

Verify billed quantities against the BOQ, approved drawings, site measurements, work orders, and actual executed quantities.

¢ Confirm that all required supporting documents, measurements, approvals, and records are available before certification.

¢ Identify discrepancies, excess quantities, deviations, and non-BOQ items before recommending bills for payment.

¢ Monitor variations, extra items, change orders, and their commercial implications.

¢ Maintain accurate records and ensure transparency throughout the billing and certification process.

PMC Team Leadership & Staff Management

¢ Lead, supervise, and manage the entire PMC team deployed at the project site.

¢ Assign responsibilities to engineers and other team members and regularly monitor performance.

¢ Maintain discipline, accountability, and skilled conduct within the team.

¢ Monitor and control staff attendance, leave,

punctuality, and site presence.

¢ Review and approve or recommend leave requests in line with company procedures.

¢ Ensure adequate manpower is available and deployed according to project requirements.

¢ Conduct regular team meetings and ensure assigned tasks are completed within agreed timelines.

¢ Mentor and guide engineers and other team members to improve overall project performance.

Project Management & Coordination

¢ Take overall responsibility for day-to-day PMC operations at the project.

¢ Coordinate with university management, consultants, architects, contractors, vendors, and other stakeholders.

¢ Monitor progress against approved schedules and identify delays and potential risks.

¢ Ensure contractors maintain adequate manpower, materials, machinery, and other resources to achieve project targets.

¢ Drive follow-up on pending activities and ensure timely closure of issues.

¢ Review drawings, specifications, BOQs, schedules, and other project documentation.

¢ Conduct regular site inspections and progress-review meetings.

¢ Prepare and review daily, weekly, and monthly progress reports for management.

¢ Escalate critical issues, delays, commercial concerns, and resource constraints to senior management promptly.

Quality, Safety & Documentation

¢ Ensure construction activities are executed in accordance with approved drawings, specifications,

BOQ, quality standards, and contractual requirements.

¢ Coordinate with the responsible engineers for quality inspections and closure of observations.

¢ Ensure contractors comply with applicable safety requirements and site procedures.

¢ Maintain complete records for measurements, approvals, inspections, bills, correspondence,

minutes of meetings, reports, and other project documentation.

¢ Ensure systematic closure and documentation of project activities.

Leadership Expectations The successful candidate must take ownership of the project and lead decisively, not function only as a coordinator. The role requires sound judgment, clear priorities, accountability, resolution of site-level issues, and professional representation of the PMC. The candidate should be disciplined, commercially aware, technically sound, proactive, and result-oriented.

Candidate Requirements

¢ Qualification: B.E., B.Tech, or Diploma in Civil Engineering, or another relevant construction-

related discipline.

¢ Relevant experience in PMC, construction project management, or institutional, commercial,

residential, or large-scale building projects.

¢ Strong experience in contractor billing, BOQ verification, quantity checking, measurements, and bill certification.

¢ Experience managing engineers, supervisors, and other project or site staff.

¢ Sound understanding of construction drawings, specifications, contracts, BOQs, and project documentation.

¢ Strong leadership, communication, coordination, and problem-solving skills.

¢ Proficiency in MS Excel, MS Office, and project reporting.

¢ Prior experience with university, institutional, hospital, hotel, commercial, or other large building projects is preferred.

Preferred Candidate Profile

We are looking for a hands-on Project Manager with strong leadership and ownership. The ideal candidate can lead the PMC team, manage staff attendance and leave, review and certify bills,

coordinate with the client and contractors, monitor progress, and take full responsibility for team performance at Jaipur National University.
