Project Background:
The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.
Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery.

Job Summary:
We have following positions in our GAVB project across these states.
1. Program Director - Organizational Development (OD) and Institutional Reforms will lead system-wide transformation of public health institutions, strengthening governance structures, organizational effectiveness, and decision-making systems across the state.
2. Program Director - Communicable Diseases: The CD portfolio aligns with India's national commitments: achieving zero indigenous malaria cases by 2027 (National Strategic Plan for Malaria Elimination 2023-27) and TB elimination by 2025 (National TB Elimination Programme). The five GAVB states collectively account for 45-50% of India's malaria burden and approximately 270,000+ TB cases annually. The CD portfolio provides strategic support to state governments through enhanced surveillance, improved case management, strengthened supply chains,
community mobilization, and policy advocacy—all aimed at accelerating elimination while strengthening foundational health systems.
3. Program Director-Governance and Data Systems will lead efforts to strengthen governance systems across state, district and facility levels by improving institutional structures, clarifying roles and accountability, and enhancing decision-making processes within the health system. S/he will support the revitalization of governance platforms through participatory mechanisms, regular review systems and dashboards. The position will require to work closely with institutions such as the State Health Society and Directorate of Health to improve program management through structured review mechanisms and follow-up actions.
4. Program Director- Government Institution Strengthening (PPP, SCM and Finance) will lead efforts in the state to strengthen institutional capacities across Public-Private Partnerships (PPP), Supply Chain Management (SCM), and Public Health Finance systems. This includes supporting the design and operationalization of robust PPP frameworks to enhance service delivery, improving end-to-end supply chain systems to ensure availability of essential drugs, diagnostics and equipment, and strengthening public health financial planning, budgeting, and expenditure tracking mechanisms to drive efficiency and transparency.
5. Program Director - Medical Services, will anchor facility-based health system transformation in the state, with a focus on improving survival outcomes for mothers,
newborns, and critically ill patients. The role will drive the design and institutionalization of high-functioning district hospital and FRU models, ensuring delivery of quality emergency care, optimal utilization of human resources, and solid clinical governance systems - aligned with GAVB’s objective of achieving measurable reductions in maternal and neonatal mortality at scale.
6. Program Director - Public Health Outreach, will serve as the state’s anchor for driving population-level health outcomes through last-mile system transformation, with a focus on improving coverage, quality, and equity of primary healthcare services. The role will be accountable for translating GAVB’s vision into scalable, state-owned outreach models that strengthen demand generation, early risk identification, and service utilization across RMNCH continuums - particularly for vulnerable and underserved populations.
Essential Qualification & Experience:
- 10–15 years of experience in relevant domain of Public Health
- Demonstrated experience working with government systems at state or national level
- Proven track record of leading large-scale transformation or reform initiatives
- Experience in organizational design, governance systems, and change management
- Strong experience engaging with senior government leadership
- Experience in consulting / advisory roles in public systems preferred.
