Overview of Roles

TNK is seeking three experts based in Colombo, Sri Lanka to support the development of a comprehensive Five-Year Strategic Plan for a major public sector regulatory client. This remote contract role requires an estimated two person-months of effort per role.

(1) Organizational Development and HR Expert The successful candidate will play a critical role in designing HR practices that enable effective long-term institutional development.

Key Responsibilities:

- Conduct comprehensive organizational assessments focusing on governance structures, mandates, and operational readiness.
- Design organizational structures, functional operating models, job architectures, and competency frameworks.
- Develop comprehensive human resource, staffing, and training plans, and advise on workforce planning, change management, talent management, and performance management strategies.

Qualifications & Experience

- Bachelor's Degree in Human Resources Management, Organizational Psychology, Public Administration, Business Administration, or a related field.
- At least 10 years of experience in organizational development, workforce planning, human resource management, and institutional capacity development.
- Demonstrated experience supporting public sector reforms or government modernization initiatives.
- Proven analytical skills to assess organizational structures and translate workforce data into actionable HR and development strategies.

(2) Financial and Sustainability Planning Expert The successful candidate will be responsible for developing robust financial models, sustainability frameworks, and resource mobilization strategies to ensure the long-term viability and operational success of the client's strategic and digital transformation initiatives.





Key Responsibilities

- Develop a comprehensive Financial Sustainability Strategy, detailing resource requirements, budget projections, and funding options.
- Prepare detailed financial models, business cases, and cost-benefit analyses to support institutional development and transformation frameworks.
- Assess institutional financing requirements and formulate long-term funding and sustainability strategies.
- Advise on public sector budgeting, fiscal planning, and resource mobilization approaches tailored to a regulatory setting.
- Outline phased implementation considerations for financial planning to align with short, medium, and long-term strategic actions.

Qualifications & Experience

- Bachelor's Degree in Finance, Economics, Business Administration, Public Financial Management, Accounting, or a related field.
- At least 10 years of experience in financial planning, investment analysis, sustainability planning, or public sector financial management.
- Demonstrated expertise in preparing financial models, business cases, cost-benefit analyses, and sustainability frameworks.
- Proven knowledge of public sector budgeting, fiscal planning, and resource mobilization approaches.
- Experience assessing institutional financing requirements and developing long-term funding strategies.
- Previous experience supporting digital transformation or institutional reform initiatives is highly desirable.

(3) Stakeholder Engagement and Communications Specialist The successful candidate will lead broad-based consultative processes and develop robust communication frameworks to ensure alignment, transparency,



and effective collaboration across diverse stakeholder groups during a major institutional transformation.

Key Responsibilities

- Design and implement comprehensive stakeholder engagement and communication strategies tailored for complex reform initiatives.
- Facilitate extensive consultations, workshops, focus group discussions, and public engagement activities involving government agencies, private sector organizations, civil society, and academia.
- Develop a Stakeholder Engagement and Communications Strategy encompassing public awareness frameworks, inter-agency coordination, industry outreach, and citizen engagement mechanisms.
- Identify stakeholder expectations, opportunities, risks, and strategic priorities to inform the overarching strategic plan.
- Prepare high-quality communication materials, reports, presentations, and knowledge products for both internal and external audiences.

Qualifications & Experience

- Bachelor's Degree in Communications, Public Relations, Journalism, Social Sciences, Public Policy, or a related field.
- At least 10 years of professional experience in stakeholder engagement, strategic communications, public outreach, or change communications.
- Demonstrated expertise in designing and executing stakeholder engagement strategies for complex public sector or regulatory reform initiatives.
- Proven track record in facilitating workshops and consultations with diverse, high-level stakeholders.
- Strong writing skills, specifically in the preparation of communication materials, comprehensive reports, and presentations.
- Experience working with government agencies, development organizations, or large-scale transformation programs is highly desirable.
