JOB PURPOSE
To drive & execute the coal sourcing function effectively with proper planning ,Liasioning and analysis of various sources of coal with better quality and optimized cost

Key Accountabilities
- Formulation of Strategy and planning for coal procurement through various modes like FSA, E-Auction, Imported Coal and open market to meet the Business Plan Targets.
- Review the coal AOP plans prepared by the planning / Head Operations.
- Participation and procurement of coal Under E-auction (Forward & Shakti)
- Financial Proposals for coal procurement.
- Review parity sheets to evaluate landed cost of alternate grades of coal.
- Preparation of Monthly MIS and MRM data.
- Review & assist in awarding of contracts relating to transportation, open market, AMM & Handling.
- GRN processing and Reconciliation of Coal quantity with vendors.
- Clearing of GRIR and open items dump of Coal Companies, Railways and Vendors.
- Liasioning with WCL for planning, procurement, Coal materialization, quality and reconciliation.
- Liasioning with Railways for rake movement and Waival of Demurrage Charges.
- Finalize on the sourcing of coal from the respective geographies.
- Finalize on the pricing benchmarks for coal procurement by geography Oversee physical coal procurement process.
- Supervise Operation of coal movement by Rail, Road.
- Rake loading and movement of import coal at Port.
- Review and assist actual dealing activities for coal procurement.
- Preparation of RFQ/tender document, inviting offers, bid evaluation & preparation of price comparison chart.
- Formulation of Standard Operating Procedure for procurement activities & circulation to all team members.
- Network with suppliers & negotiate term contracts with suppliers.
- Implement risk management processes and systems.
- Oversee execution of the Risk Committee mandates.
- Implement processes and a limit framework to monitor activities on an ongoing basis.
- Implement performance management and reporting systems and MIS Standardize processes.
- Monitoring and control of the Fuel (Coal) Management Activities to achieve fuel availability at optimum cost and as per scheduled generation plans.
- Monitoring and controlling turnaround time of orders & dispatches and Just-in-time (JIT) inventories in the port /warehouses/mines.

Cost Control:
- Procurement of coal from domestic sources at optimum cost through tenders, inviting offers and negotiations.
- Monitoring and control of the Fuel (Coal) Management Activities to achieve fuel availability at optimum cost and as per scheduled generation plans.
- Assist in finalize on the benchmark pricing in case of e-Auction and term agreements with suppliers.
- Assist in negotiate and finalize contracts relating to transportation, open market, AMM & Handling with a view to fix landed cost of coal.
- Benchmarked Vs Actual.

- Lisioning with coal companies (WCL & SECL), Railways, Port & other external & internal vendors.
- Liasioning with Supplier, Transporter, AMM agents, Shipping Company, port, Customs, Stevedore & Railways for smooth, hassle free & timely delivery of coal at power plant.
- Liasioning and Coordination with Third party Coal sampling agencies for assurance of quality.
- Counterparty/Supplier relationship management.
- Goodwill established.
- NCRS/ Noncompliance received.
- Targeted timeline Vs Actual.
Team Development:
- Engage with team members to motivate and foster teamwork;
- Understand and address concerns in getting desired result in terms of output.

EXTERNAL INTERACTIONS
- Regular interaction with different ranks official of, CIL, WCL, SECL and Railways.
- Liaising with coal companies (CIL, SECL & WCL), Railways, Coal company laboratories, sales Deptt, and Coal Sampling Agencies.
- Coordination with coal companies, transport agency and mine end team along with railways for smooth, hassle free & timely delivery of coal at power plant.
INTERNAL INTERACTIONS
- Interaction with Cross functional team, COO, Dy.
Plant
Head, Head CHP, Head Chemistry, MAG etc.
- Coordination with Coal Handling team for proper coal yard management
- C & C: for GRN Process, Service entry & issue of work orders.
- Coordination with stores department.
- Security Dept : for in plant Traffic control.
FINANCIAL DIMENSIONS
- Project handled for inward Outward coal movement to the tune of Rs 1500 Cr.
- AOP around 1000 Cr
OTHER DIMENSIONS
- Handle the team size of 15-20 people for coal yard unloading operation and coal loading at mines.
EDUCATION QUALIFICATIONS
- Bachelor’s Degree in Mechanical Engineering
RELEVANT EXPERIENCE
- 18 Years of Experience in Coal Washery Operation, Procurement and Logistics.
