HSE Site Engineer
PMC Power Transmission / Renewable Energy Projects
Job Purpose The HSE Site Expert is responsible for leading site Health, Safety, and Environmental (HSE) oversight and assurance activities, ensuring compliance with project HSE requirements,applicable regulations, and industry best practices. The role proactively promotes a strong safety culture and supports secure execution of all construction and commissioning activities.
Key Responsibilities HSE Site Engineer
- Lead site HSE oversight and assurance activities across all project construction and commissioning areas.
- Monitor contractor compliance with project HSE requirements, policies, procedures, and applicable statutory regulations.
- Conduct and participate in site inspections, safety walks, audits, and HSE performance reviews.
- Monitor and track incidents, near misses, safety observations, unsafe acts, and unsafe conditions.
- Ensure timely implementation and closure of corrective and preventive actions arising from incidents, audits, and inspections.
- Promote a proactive safety culture through awareness programs, toolbox talks, campaigns, and workforce engagement initiatives.
- Review high-risk work activities, including lifting operations, work at height, confined space entry, excavation, hot work, and electrical activities.
- Verify adequacy of risk assessments, Job Safety Analyses (JSA), method statements, and associated control measures.
- Identify, assess, and escalate significant HSE risks and potential hazards affecting project execution.
- Support incident investigations and root cause analyses,
ensuring lessons learned are communicated and implemented.
- Monitor compliance with permit-to-work systems and critical safety procedures.
- Coordinate with construction, commissioning, and contractor teams to ensure safe execution of site activities.
- Monitor contractor HSE performance against established KPIs and project objectives.
- Track HSE observations, audit findings, action registers, and compliance status.
- Prepare daily, weekly, and monthly HSE performance reports, dashboards, and management summaries.
- Provide recommendations for continual improvement of project HSE performance and safety standards.
- Ensure compliance with environmental requirements, waste management procedures,and sustainability commitments.
- Support emergency preparedness activities, drills, and response planning as required.
Qualifications
- Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety,Environmental Science, or related discipline.
- NEBOSH, IOSH, OSHA, CSP, or equivalent HSE certification preferred.
Experience
- 10-15 years of HSE experience in Power Transmission, Renewable Energy,
Infrastructure, Industrial, or EPC projects.
- PMC, Owner's Engineer, or EPC experience preferred.
- Strong experience managing construction-site HSE activities.
