Role Description

This is a full-time on-site role for a Health Safety Environment Officer. The Health Safety Environment Officer will be responsible for ensuring the organization complies with all health, safety, and environmental regulations. The officer will coordinate and manage health and safety programs, conduct audits and inspections, and investigate accidents and incidents. The position also involves developing effective strategies and training employees on safety measures.

Responsibilities

- To develop Managers' awareness and ensure HSE is an integral part of Line Management responsibilities and objectives.
- To assist Line Management in:
- Understanding and Implementing the HSE Management System
- Liaising with and provide advice with regards to HSE matters
- Generating local HSE procedures, work instructions and checklists as required.
- Monitoring compliance to policies, standards and procedures.
- Plan and assist in compliance audits and self-audits (HSE MS, HSE and Segment standards).
- Ensure inspections and risk / impacts assessments are carried out on a regular basis.
- Support accident prevention programs. Specific areas of focus will be the higher risk aspects of the site activities, lifting operations,



dropped objects prevention, control of work and working at height.
- To coordinate and actively participate in the screening and HSE training of all personnel, including contractors.
- To keep abreast of any recent documentation and training material related to HSE and to inform management accordingly.
- To ensure that the relevant HSE documentation is updated and available on the site.
- Development and implementation of ES policies & safe work practices in accordance to the site.
- Promoting the culture of Reporting of all E- incidents. (Extreme, Major, Significant & Minor).
- Actively monitor & follow-up on HSE reports and facilitate LPT meetings, HSE audits.
- To support line management in investigations of failures and accidents.
- To develop and maintain a high level of awareness among all personnel through communications, training, and promoting active involvement of employees in HSE.
- Inspection of fire fighting equipment and ensure the availability of the same as per National Building Code.
- Monitoring & Conducting Emergency Preparedness, Mock drills, Safety committee meetings as per VPO.
- Contractor Safety Management.
- Drafting safety procedures and method statement, maintaining safety records,



reviewing and monitoring the site HSE performances, conducting accident / incidents investigation, reporting and record maintenance.
- Conducting HSE audits and site inspections to observe and evaluate risk and hazards related to work, and to collect field survey data and take corrective action.
- Fulfilling various training needs to meet legislative requirements, statutory training requirements pertaining to trade skill training being compiled i.e., training for Work Permit, SAM/LOTO, Explosion Prevention, Integrated By products Waste Management.
- Preparing HSE reports, BTS monitoring, E reports, daily assignments, accident and injury reporting, incident reports and conducting investigation & report to ZBS.
- Arranging safety & environmental awareness programs and ensuring fulfilment of all statutory requirements related to safety, health & environment.
- Investigating accidents to determine accurate root cause analysis, and take proactive solutions & provide recommendations.
- Monitoring unsafe working conditions at the place of work; minimizing work injury at site and avoiding loss of man-hours/ man-days.

Qualifications

- Health & Safety, EHS, and Occupational Health skills
- Workplace Safety
- Experience in conducting safety audits and inspections
- Ability to develop and implement effective safety strategies
- Excellent communication and interpersonal skills
- Attention to detail and ability to work independently
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or related field
- Experience in the petrochemical or shipping industry is a plus
