Purpose of the role To enable effective data governance, risk management, and compliance within the bank, acting as a liaison between business units and the Data & Records Management (DRM) function, translating business needs into actionable strategies and ensuring efficient implementation of DRM.

Accountabilities

- Partnership with the local business unit to ensure successful implementation of data & records governance frameworks as appropriate to the needs of the business unit.

- Provision of guidance and support on records classification, retention, storage, retrieval and disposal to business units.

- Monitoring local data quality and records metrics and identify areas for improvement.

- Identification of opportunities for data improvement and optimisation.

- Partnership with the relevant business unit to support their data priorities and ensure appropriate decisions related to data & records are embedded in their BAU decision making and change programs.

Director Expectations

- To manage a business function, providing significant input to function wide strategic initiatives. Contribute to and influence policy and procedures for the function and plan, manage and consult on multiple complex and critical strategic projects, which may be business wide..

- They manage the direction of a large team or sub-function, leading other people managers and embedding a performance culture aligned to the values of the business. Or for an individual contributor, they lead organisation wide projects and act as deep technical expert and thought leader, identifying new ways of working and collaborating cross functionally. They will train, guide and coach less experienced specialists and provide information affecting long term profits, organisational risks and strategic decisions..

- Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.

- Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.

- Escalates breaches of policies / procedure appropriately.

- Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.

- Focus on the external environment, regulators,



or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.

- Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.

- Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.

- Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.

- Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.

- Negotiate with and influence stakeholders at a senior level both internally and externally.

- Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.

- Mandated as a spokesperson for the function and business division.

Key Technical skills :

- Data & Record Governance Framework : Solid command of records and information governance frameworks, including ISO 15489 and ARMA's Generally Accepted Record Keeping Principles (GARP),



with experience designing and operating an Information Gorvernance Reference Model.

- Regulatory Knowledge spanning UK GDPR and the Data Protection Act, FCA/PRA record-keeping Requirements(Including SYSC), MIFID II Retention Rules, AML and BASEL- related retention obligations and/or SOX.

- Proficiency in building and maintaining enterprise retention schedules.

- Expertise in data classification and enterprise taxonomy design.

- Working knowledge of Enterprise Records Management platforms such as OpenText, Iron Mountain and SharePoint/Microsoft 365 records management, at a leadership or hands-on level.

- Experience designing and executing eDiscovery and litigation hold process.

- Demonstrated capability leading paper-to-digital migration, cloud records repository implementation, and automated disposition or legal hold workflow design.

- Sound understanding of risk and controls methodology, including Risk and Control Self-Assessment (RCSA) practices, audit remediation, and first/second-line-of-defense operating models.

- Familiarity with how records management intersects with data management and data privacy.

Experience Required :

- 20+ years of progressive experience in records management, information governance, or a related risk/compliance discipline, including a minimum 5 years in a senior leadership role.

- A demonstrated track record of building and running an enterprise-wide records management function within a regulated financial institution - bank, insurer, or comparable organization.

- Experience leading large, geographically distributed or matrixed teams, including onshore/offshore delivery models typical of banking operations.

- Direct Experience managing regulatory examinations and audits related to records management with a credible history of remediation delivery.

- Accountability for budget ownership and vendor management, including physical storage contacts and ECM licensing arrangements.

- A strong background in change management, experience engaging and infulencing senior stakeholders, up to and including Executive Committee and Board Risk Committee Level.

- A Strategic Mindset, with experience owning and delivering a multi-year target operating roadmap for a governance or compliance function.
