Position: Communications, Outreach and Public Relations Specialist

Engagement: Time-Bound – 12 Person-Months

Location: West Bengal

We are looking for an experienced communications professional to lead communication strategy, outreach, public relations, stakeholder engagement and strategic communications for the Women’s Economic Empowerment Project (WEP).

? Qualification

- Master’s degree in Mass Communication, Strategic Communication, Public Relations, Journalism, Media Science, Media Management, or a related discipline from a Government-recognized university/institution.

? Experience

- Minimum 7 years of professional experience, preferably in the Public/Social Sector.
- Minimum 5 years of experience in a similar communications/outreach/public relations role.
- Demonstrable experience in one or more areas:
- Communication Strategy & Programme Communication
- Advocacy Communication
- Public Relations
- Media Management
- Experience in women’s economic empowerment initiatives in West Bengal is highly desirable.
- Experience with bilateral/multilateral funded projects or Externally Aided Projects will be an added advantage.

- Excellent written and verbal communication skills in English and Bengali.

- Proficiency in MS Excel and PowerPoint.
- Excellent presentation design and ability to simplify complex information.
- Strong organizational and task-management skills with the ability to meet tight deadlines.
- Independent problem-solving and decision-making ability.
- Strong understanding of current issues related to women’s workforce participation and employment.




- Willingness to travel to districts and manage multiple assignments simultaneously.
- Transparent, participative and non-discriminatory approach.

? Key Responsibilities

- Develop the Communication Strategy for WEP in consultation with the SPM, Gender Specialist, PMU and Client.
- Develop effective communication and outreach tools, guidelines and materials.
- Prepare briefing materials, media releases, talking points, presentations and official correspondence for internal and external audiences.
- Support collaboration, information sharing and stakeholder communications.
- Conduct independent research and data collection on government policies, CSR strategies, media engagement and related topics.
- Track global, regional and national best practices and recommend suitable adaptations.
- Collect, analyze and synthesize data from public and World Bank Group sources to develop knowledge notes supporting outreach and stakeholder engagement.
- Monitor emerging developments related to women’s workforce participation, employment and economic empowerment.
- Identify relevant partnership and stakeholder engagement opportunities.
- Support planning, coordination and implementation of events and outreach activities under WEP.
- Support high-level meetings, events and official visits.
- Coordinate with the SPM and Gender Specialist and prepare meeting minutes, event summaries and documentation.
- Contribute to stakeholder dialogue, knowledge creation and dissemination.
- Ensure timely communication deliverables and effective engagement with internal and external stakeholders.
