Job Purpose

To supervise and monitor day-to-day safety activities in ammunition and explosives manufacturing, processing, filling, assembly, storage, testing and waste-disposal areas, ensuring strict compliance with approved SOPs, risk controls, statutory requirements and site safety standards.

The Safety Supervisor shall maintain a strong field presence and immediately identify and control unsafe conditions, unsafe acts, deviations from approved processes and potential fire, explosion and occupational safety hazards.

Job Description : Safety Supervisor

1. Explosives & Process Safety

Conduct routine safety inspections of explosive manufacturing and ammunition process areas.

Ensure compliance with approved process parameters, SOPs, work instructions and safety precautions.

Verify that only authorized personnel are permitted to enter restricted/explosive areas.

Monitor adherence to approved limits for explosive quantity, occupancy, material movement and storage.

Ensure segregation and identification of explosives, ammunition, detonative components, pyrotechnics, propellants and other hazardous materials as specified by approved procedures.

Monitor housekeeping and ensure removal of explosive residues, combustible materials and waste from work areas.

Ensure that no unauthorized material, equipment or activity is introduced into explosive process areas.

Report immediately any abnormal condition involving heating, smoke, fumes, unusual noise, contamination, static electricity, friction, impact or other potential ignition/explosion hazards.

2. Permit-to-Work & Work Control

Verify implementation of Permit-to-Work systems for applicable maintenance and non-routine activities.

Ensure proper authorization before hot work, electrical work, confined-space work, excavation, work at height and other hazardous activities.

Verify isolation/LOTO requirements before maintenance activities.

Ensure that maintenance personnel understand the hazards associated with explosive-contaminated equipment and areas.

Stop work when mandatory safety controls are absent or ineffective.

3. Fire & Explosion Prevention

Ensure unobstructed access to emergency exits, firefighting equipment and emergency routes.

Monitor ignition-source control in explosive areas.

Verify compliance with requirements for electrical equipment,



earthing/bonding and static electricity control.

Participate in fire drills, emergency response exercises and evacuation drills.

Report defects in fire protection systems immediately to the responsible authority.

4. Safety Inspection & Hazard Identification

Conduct daily safety rounds in assigned areas.

Identify unsafe acts, unsafe conditions and deviations from established controls.

Carry out inspections using approved EHS checklists.

Monitor compliance with PPE requirements.

Check access control, signage, barricading, housekeeping and emergency arrangements.

Record observations and ensure timely closure of corrective actions.

Escalate critical and imminent danger conditions immediately.

5. Risk Assessment & Process Safety Management

Participate in Job Safety Analysis (JSA/JHA), risk assessments and task-specific hazard assessments.

Support HAZOP, What-if, FMEA, FTA and other process-safety studies as required.

Verify implementation of risk-control measures identified through risk assessments.

Monitor Management of Change (MOC) requirements for changes affecting safety.

Assist in identifying critical safety barriers and monitoring their effectiveness.

Support incident and near-miss investigations.

6. Explosives Storage & Material Movement

Monitor safe movement and handling of explosives and ammunition within the facility.

Ensure approved routes and procedures are followed during material movement.

Verify proper identification, labeling and segregation of hazardous materials.

Monitor housekeeping and safe stacking/storage arrangements.

Ensure unauthorized accumulation of explosive materials does not occur in process areas.

Immediately report deviations in approved storage or movement arrangements.

7. Personnel Safety

Conduct toolbox talks and pre-job safety briefings.

Ensure workers understand the hazards associated with their assigned jobs.

Monitor PPE compliance.





Identify unsafe worker practices and provide immediate corrective guidance.

Ensure contractors and temporary workers comply with site safety requirements.

Assist in safety induction and refresher training.

8. Contractor Safety Management

Monitor contractor activities within production, maintenance, construction and utility areas.

Verify contractor permits, competency, PPE and required training.

Ensure contractors follow site-specific explosive-area restrictions.

Stop unsafe contractor activities and report repeated violations.

Participate in contractor safety meetings and inspections.

9. Incident & Emergency Management

Immediately respond to fire, explosion, spill, injury, near miss or other emergency situations in accordance with the site emergency plan.

Raise emergency alarms and assist in evacuation when required.

Provide initial assistance within the limits of training and competency.

Preserve the incident area following an event, where safe and authorized.

Assist in collection of facts, photographs and witness information for incident investigation.

Track implementation of corrective and preventive actions.

10. Occupational Health & Industrial Hygiene

Monitor exposure risks such as dust, fumes, vapours, noise, heat and hazardous chemicals.

Ensure workers use prescribed respiratory, hearing, eye and other protection.

Report occupational-health concerns to the EHS/medical team.

Monitor welfare facilities, drinking water, sanitation and workplace conditions.

Support workplace monitoring and industrial-hygiene surveys.

11. Environmental Safety

Monitor protected handling and disposal of hazardous and explosive waste.

Ensure waste is segregated, identified and transferred through approved routes and procedures.

Monitor spill prevention and response arrangements.

Report environmental incidents and unsafe waste-handling practices.

12. Documentation

Daily safety inspections.

Safety observations and unsafe-act/unsafe-condition reports.

Permit-to-work verification.

Toolbox talks and safety training.

Emergency drills.

Fire equipment inspections.

Incident and near-miss reports.

Corrective-action closure.

PPE inspections.

Contractor safety inspections.

Explosive-area safety observations.

Statutory and internal inspection findings.
