JOB TITLE: Financial Management cum Fiduciary Expert

LOCATION: District Collector Office, Maharashtra (Relocation required)

CONTRACT DURATION: Full time | Initial Term of 1-year (extendable based on performance and organizational/project requirements)

ENGAGEMENT TYPE: Government MahaSTRIDE Programme, MITRA, Planning Dept., GoM

COMPENSATION: Commensurate with the candidate's experience and aligned with prevailing industry standards.

ABOUT MAHASTRIDE PROGRAMME

The Maharashtra Institution for Transformation (MITRA), under the Planning Department, Government of Maharashtra, is operationalising District Strategic Units (DSUs) across divisions under the MahaSTRIDE Programme. The Programme aims to strengthen district-level planning, implementation, and monitoring capacities, aligned with the State's goal of achieving a USD One Trillion economy by FY 2028.

MahaSTRIDE prioritises three key result areas:

RA I: Strengthened district-level systems for enabling growth.

RA II: Improved access for businesses to time-bound e-government services.

RA III: Strengthened state institutions for data-driven policy and planning.

CPRG has been empanelled under the Maharashtra Non-IT GR (Category B) and is deploying a team of four Key Experts in Maharashtra to operationalise the Divisional DSU.

ROLE OVERVIEW

The Financial Management cum Fiduciary Expert (DS-3) will support the District Collector (DC) and District Planning Officer (DPO) in discharging fiduciary responsibilities under the MahaSTRIDE Programme. The role involves overseeing planning, budgeting, audit, reporting, and funds-flow at the district level; supporting procurement and contract management; facilitating capital mobilisation; and liaising with stakeholders to drive implementation of the District Strategic Plan (DSP).

KEY RESPONSIBILITIES

Financial Management & Fiduciary Oversight





Support the DC and DPO in the implementation of fiduciary responsibilities as mentioned in the Program Operation Manual, covering planning, budgeting, audit, reporting, and funds-flow.

Ensure that sufficient budget is sought for implementing Programme activities.

Ensure expenditure is incurred as per the Programme Expenditure Framework and is reported in a timely manner.

Ensure that no funds are left unused in any bank account.

Provide advice on procurement aspects under guidance from MITRA and Bank specialists.

Provide periodic reports and information as requested by MITRA.

District Strategic Plan (DSP) Support

Support prioritised sectors to map existing schemes/programmes (including central sector schemes and centrally sponsored schemes) to DSP interventions.

Identify reasons for low budget utilisation (where applicable) in prioritised sectors and support in improving utilisation.

Support in identification of suitable activities for utilising the DSP incentive fund and maintain detailed records of spending from this fund.

Support prioritised sectors in developing tender documents for spending on activities aligned to the DSP.

Support development and update of the DSP dashboard.

Identify gaps in available funds at the district level relative to expenditure projections for the next 5 years, for driving key infrastructure projects in the thrust sectors under the DSP.

Capital Mobilisation & Stakeholder Engagement





Support in conducting transaction advisory for capital mobilisation through onboarding of capital mobilisation partners for development of infrastructure.

Support in preparing knowledge collaterals and liaison with stakeholders at the district level.

Support in the organisation of half-yearly G2B conclaves to bring together districts under the division and private developers, investors, planners, and regional sectoral experts to showcase possible investible projects along with district strengths.

ELIGIBILITY CRITERIA

Qualification

Bachelor's degree in Finance, Economics, Commerce, or Law.

Masters / PGDM in Finance; OR Chartered Accountant (CA); OR Company Secretary (CS); OR Public Policy.

Experience

More than 5 years of relevant experience across Project Assessment, Public Finance, Public Procurement, and Contract Management with Government or private agencies.

Should have worked on preparation of revenue model and/or bid documents for at least 1 eligible assignment.

Working experience of at least 1 capital mobilisation/finance project of a State or Central Government of India would be an advantage.

Language

Familiarity or proficiency in Marathi will be beneficial, though it is not a strict requirement.

APPLICATION & ADDITIONAL NOTES

This position is based at the Collector Office, District Strategic Unit (DSU). Candidates must be willing to relocate to the relevant district for the full duration of the engagement, as the role demands on-ground presence and active coordination with the District Collector's office, district administrations, and relevant government departments.

The appointment will be processed as per the sanctioned MahaSTRIDE structure, applicable procurement norms, contractual engagement procedure, and financial rules.
