Planning &

Procurement Expert (Tourism).

Location:
Mangalore, Karnataka

Required Qualifications & Experience (as per TOR):

Relevant Master's degree (Planning, Infrastructure Management,

Project Management, Engineering, or equivalent), with 7 years of experience, including:

• Minimum 4 years' combined experience in infrastructure planning/project development (Master Plans, DPRs, Feasibility Reports) and procurement/bid process management for government/PSU clients, preferably in the tourism/infrastructure sector.

• Experience working on tourism projects for Central/State Government/PSU.

• Experience preparing tender documents (services/consultancy).

• Familiarity with coastal planning/CRZ regulations.

Job Role

1. Tourism Project Conceptualization & Planning Leadership
– Lead ideation, conceptualization, and planning of tourism products and site interventions across the three coastal districts.

2. Support with Coastal Tourism Perspective Plan, Tourism Master Plan, CZMP updating,



CRZ clearance streamlining, etc.

3. Support ancillary tourism services
such as certification support, green labelling, Community Engagement and Benefit Sharing, etc.

4. Feasibility, Costing & Technical Planning
– Support preparation of feasibility assessments, cost estimates, and technical planning inputs for identified tourism projects and infrastructure interventions. Prepare project profiles.

5. Land Bank & Project Profiling
– Support land availability assessment, land bank database creation, verification, and preparation of project profiles.

6. Site Visits & Field Assessment
– Undertake site visits for land verification, product identification, infrastructure planning, and assessment of CZMP/CRZ requirements.

7. Stakeholder & Inter-agency Coordination
– Coordinate with DoT, district administrations, concerned agencies, and private stakeholders to facilitate approvals and task completion.
