Technical Project Manager / IT Delivery Manager
Position Overview
We are looking for an experienced Technical Project Manager / IT Delivery Manager with approximately 10 to 20 years of experience in IT project management, software development, Agile/Scrum delivery, IT governance, and customer engagement.
The ideal candidate will have a strong combination of project/program management and technical understanding, with proven experience managing onshore/offshore teams, enterprise applications, legacy modernization, stakeholder management, and end-to-end SDLC delivery. Experience with Rulestream / Tacton / Infor CPQ / Driveworks / Engineering Intent / ConfigIT , Siemens Rulestream experience configurator-based applications will be highly desirable.
Key Responsibilities
- Lead end-to-end delivery of complex IT/software development projects across analysis, design, development, testing, UAT, implementation, and production support.
- Manage onshore and offshore development teams, ensuring effective sprint execution, delivery quality, timelines, and resource utilization.
- Drive Agile/Scrum practices and facilitate Daily Stand-ups, Sprint Planning, Sprint Reviews, Retrospectives, and Backlog Refinement.
- Work closely with Product Owners, Business Analysts, Developers, QA teams, Architects, and business stakeholders to translate business objectives into actionable technical requirements.
- Engage with senior business leaders and executive sponsors to understand strategic objectives, priorities, risks, and delivery expectations.
- Manage product/project backlogs, epics, user stories, prioritization, team velocity, burn-down/burn-up metrics, and sprint commitments.
- Lead requirements gathering, use-case definition, functional specifications, and technical solution discussions.
- Coordinate UAT planning and execution, obtain business sign-off, and ensure successful transition to production.
- Manage project scope, timelines, dependencies, risks, issues, budgets/resources, and delivery milestones.
- Define project scope, work plans, deliverables, milestones,
and governance mechanisms and communicate progress to stakeholders.
- Identify opportunities for architectural improvements, application modernization, integration enhancements, automation, and process optimization.
- Support migration of legacy applications to modern/web-based platforms, including configurator-based solutions.
- Work with technical teams to promote engineering best practices such as Continuous Integration, automated builds, automated testing, TDD, code reviews, and effective branching strategies.
- Manage resource allocation, capacity planning, leave plans, onboarding, knowledge transfer, and team development.
- Conduct technical/project interviews and support onboarding and mentoring of new team members.
- Establish and maintain project knowledge repositories, technical documentation, and operational processes.
- Prepare and participate in RFP/RFI activities, solution discussions, client presentations, and proposal development when required.
- Track project performance and provide regular status reports, metrics, risks, and delivery updates to leadership and customers.
- Work effectively in fast-paced, large-scale enterprise environments with multiple cross-functional teams.
Required Skills & Experience
- 10 to 20 years of overall IT experience, with significant experience in project/program or delivery management.
- Strong experience managing software development projects and complete SDLC lifecycles.
- Strong hands-on experience with Agile/Scrum methodologies; exposure to Waterfall is also desirable.
- Proven experience managing distributed onshore/offshore teams.
- Strong stakeholder, customer, and executive management skills.
- Excellent understanding of requirements management, backlog management, user stories, epics, UAT,
testing, release management, and production implementation.
- Experience working with legacy as well as web/cloud-based enterprise applications.
- Strong understanding of software architecture, databases, application integration, and development methodologies.
- Experience with project management and Agile tools such as JIRA/JIRA Align, Azure DevOps/Azure Boards, Rally, GitHub, Confluence, Jenkins, and Slack.
- Solid analytical, problem-solving, communication, presentation, and leadership skills.
- Ability to work effectively with business and technical stakeholders and translate business requirements into technical solutions.
Preferred Skills
- Rulestream / Tacton / Infor CPQ / Driveworks / Engineering Intent / ConfigIT Siemens Rulestream experience, particularly as an SME or technical/project delivery lead.
- Experience in legacy application modernization and migration to web-based applications.
- Experience with VB 6.0, VB.NET, SQL Server, PL/SQL, MS Access, or similar technologies.
- Experience with automated testing, CI/CD, TDD, code quality practices, and DevOps processes.
- Experience in enterprise product configuration/configurator platforms.
- Experience preparing RFPs and participating in client-facing solution presentations.
- Experience mentoring technical teams and establishing knowledge-transfer frameworks.
