Job Purpose The Procurement Manager will be responsible for managing the complete procurement cycle for construction and infrastructure projects, ensuring timely availability of materials, equipment, services and subcontracting requirements at the right quality, right price and right time.
Key Responsibilities
Develop and implement procurement strategies aligned with project and organizational requirements.
Manage procurement of construction materials, civil materials, plant & machinery, equipment, consumables, tools, spares and services.
Identify, evaluate and develop reliable suppliers, contractors and vendors.
Obtain and compare quotations, prepare comparative statements and negotiate commercial terms.
Negotiate price, payment terms, delivery schedules, warranties and other contractual conditions.
Issue purchase orders and work orders as per approved requirements.
Coordinate with Projects, Planning, Civil, Plant & Machinery, Finance, Stores and Administration for procurement requirements.
Ensure timely delivery of materials and equipment to project sites.
Monitor pending purchase orders and follow up with vendors for timely supplies.
Maintain an updated vendor database, purchase register and procurement tracker.
Evaluate vendor performance based on quality, cost, delivery and service.
Develop alternate vendors to minimize supply-chain risks and dependency on a single supplier.
Ensure procurement is carried out within approved budgets and company policies.
Coordinate with Finance for vendor payments, advances, bills and reconciliation.
Support project teams during urgent and critical procurement requirements.
Verify specifications, quantities and technical requirements before placing orders.
Ensure proper documentation of quotations, approvals, purchase orders, invoices and delivery records.
Monitor market prices and conduct regular market research and price benchmarking.
Identify opportunities for cost reduction, bulk purchasing and long-term rate contracts.
Ensure compliance with applicable company procurement procedures and statutory requirements.
Prepare daily, weekly and monthly procurement reports for management.
Handle vendor disputes, shortages, delayed supplies and quality-related procurement issues.
Perform any other procurement-related responsibilities assigned by the management.
Educational Qualification
Bachelor's Degree in Engineering, Supply Chain Management, Procurement, Commerce, Business Administration or a related discipline.
MBA/PG Diploma in Supply Chain Management, Procurement or Operations will be an added advantage.
Experience
8–12 years of relevant procurement/purchase experience, preferably in the construction, infrastructure, foundation engineering or EPC industry.
Experience in handling procurement for project sites will be preferred.
Strong experience in vendor management, negotiation and commercial procurement.
Required Skills
Strong negotiation and vendor management skills.
Good knowledge of construction and infrastructure materials.
Strong commercial and analytical skills.
Knowledge of purchase orders, comparative statements and procurement processes.
Good understanding of market rates and cost estimation.
Excellent coordination and communication skills.
Good knowledge of MS Excel, Word and PowerPoint.
Knowledge of ERP/procurement software will be an advantage.
Strong follow-up and problem-solving ability.
Ability to manage multiple procurement requirements simultaneously.
Ability to work under pressure and meet project deadlines.
Willingness to travel to project sites as required.
