About MahaSTRIDE Programme - The Maharashtra Institution for Transformation (MITRA), under the Planning Department, Government of Maharashtra, is operationalising District Strategic Units (DSUs) across divisions under the MahaSTRIDE Programme. The Programme aims to strengthen district-level planning, implementation, and monitoring capacities, aligned with the State's goal of achieving a USD One Trillion economy by FY 2028.
MahaSTRIDE prioritises three key result areas: RA I: Strengthened district-level systems for enabling growth. RA II: Improved access for businesses to time-bound e-government services. RA III: Strengthened state institutions for data-driven policy and planning.
Role Overview - The Industry cum Private Capital Mobilization Expert will be responsible for driving industrial development analysis, devising investment strategies, and mobilising private capital across districts within the Chhatrapati Sambhajinagar Division. The role requires a professional with hands-on experience in industrial policy, PPP frameworks, private investment facilitation, and engagement with industry bodies, financial institutions, and donor agencies. The incumbent will work closely with the Divisional Commissioner's office and district administrations to strengthen the investible project pipeline and foster an enabling environment for industrial growth.
KEY RESPONSIBILITIES
Industrial Assessment & Strategy
Collate information and assess the potential for industrial development and commercial activity in targeted Industrial Areas, considering bylaws, regulations,
regional development plans, and policy implications.
Review existing industrial and sectoral policies and schemes of the Maharashtra State and Government of India.
Prepare benchmarking studies and gap analyses of thrust sectors of Maharashtra, emerging Industry 4.0 sectors, and green sectors in line with identified DLIs.
Devise an industry strategy at the division level, with analysis of forward and backward linkages, financing avenues, and future potential across districts.
Prepare two investible projects per district every six months, with identified avenues for private investment in focus sectors aligned to district DSPs.
Develop plans to establish Common Facility Centres (CFCs) at the district level for identified sectors under DSP, along with partnership and funding prospects.
Identify key technology implementation requirements for the green transformation of divisions.
Private Capital Mobilization
Identify opportunities to promote private investment at targeted investment zones across districts under the division, as per DSPs.
Identify gaps in available funds at the division level and project expenditure requirements over the next 5 years for driving key infrastructure projects in DSP thrust sectors.
Identify sustainable partnership modes - BOT, BOOT, DBFMO, concession, joint venture, or mixed PPP models suited to the division's investment landscape. Conduct desk research, stakeholder consultations, and best practice reviews to identify the three most suitable capital mobilisation models, with risk-benefit analysis for each.
Support transaction advisory for capital mobilisation through onboarding of PPP partners for infrastructure development. Conduct financial analysis and preliminary due diligence of partnership documents.
Stakeholder Engagement & Investment Promotion
Liaise with industry experts, associations, knowledge bodies, Invest India, international donor agencies, PPP partners, private infrastructure developers, and international IPAs to identify new opportunities and funding avenues. Organise investor consultations and meetings to map potential players and understand key concerns.
Conduct half-yearly G2B conclaves to bring together districts, private developers, investors, planners, and regional sectoral experts to showcase investible projects.
Provide policy advocacy to improve the investment climate, export promotion, business competitiveness, and ease of doing business across districts.
ELIGIBILITY CRITERIA Graduate degree with a Master's in Business Administration (MBA / MMS / PGDM) or CA from a recognised institution.
EXPERIENCE Minimum overall experience of 5 years working on government projects. Experience in policy/reform/scheme support for any State/UT in India. Experience working with departments of industries or planning for at least three projects at state/central level. Demonstrated experience on at least 2 private capital mobilisation projects for state/central government or donor agencies.
LANGUAGE Familiarity or proficiency in Marathi will be beneficial, though it is not a strict requirement.
APPLICATION & ADDITIONAL NOTES This position is based at the Divisional Commissioner Office. Candidates must be willing to relocate for the full duration of the engagement. This is a non-negotiable requirement, as the role demands on-ground presence and active coordination with the Divisional Commissioner's office, district administrations, industry bodies, and financial institutions.
