Required Qualifications

Bachelor's degree in Engineering (Mechanical, Chemical, Industrial, Production, Munition Technology or related discipline).

Diploma/Degree in Industrial Safety.

NEBOSH IGC or equivalent certification (preferred).

Environmental management qualification (preferred).

Experience

15 years and above in EHS, preferably in ammunition, explosives, defence manufacturing, mining explosives, propellant production, or other hazardous chemical industries.

Experience in explosive safety management, process safety, fire protection, and statutory compliance.

Desired Skills

Explosive safety management.

Process Safety Management (PSM).

HAZOP, HIRA, JSA, and risk assessment.

Emergency response.

Incident investigation and root cause analysis.

Knowledge of explosive manufacturing processes.

Leadership, communication, and team management.

Strong knowledge of Indian statutory requirements and EHS standards.

: EHS Manager

1.Explosive Safety Management:

Develop and implement explosive safety policies and procedures.

Ensure safe manufacture, storage, transport, and disposal of explosives, propellants, primers, detonators, pyrotechnics, and ammunition.

Monitor compliance with explosive quantity limits and compatibility group requirements.

Ensure adherence to quantity-distance (QD) criteria and explosive safety standards.

Conduct explosive risk assessments before introducing current processes.

Supervise disposal of defective ammunition and explosive waste through approved methods such as burning, demolition, and controlled destruction.

Investigate explosive incidents and implement preventive measures.

- Occupational Health & Safety

Develop and implement Occupational Health & Safety Management Systems.

Conduct hazard identification and risk assessment (HIRA).

Ensure implementation of Permit to Work (PTW), Lock-Out Tag-Out (LOTO), confined space entry, hot work, work at height, and electrical safety.





Ensure proper PPE selection and usage.

Conduct routine workplace inspections and safety audits.

Lead accident and near-miss investigations using Root Cause Analysis.

- Fire & Emergency Management:

Develop fire prevention strategies. lightning protection, and emergency alarms.

Organize mock drills for fire, explosion, toxic release, and medical emergencies.

Coordinate with local authorities and emergency services.

Develop and periodically review the On-site Emergency Plan.

4. Environmental Management:

Ensure compliance with environmental regulations.

Monitor emissions, effluent treatment, hazardous waste disposal, and noise levels.

Manage waste explosives and contaminated materials in an environmentally responsible manner.

Promote resource conservation, energy efficiency, and sustainability initiatives.

- Statutory Compliance:

Ensure compliance with applicable Indian regulations, including:

Explosives Rules, 2008

Environment (Protection) Act, 1986

Factories Act, 1948 (and the Occupational Safety, Health and Working Conditions Code, as applicable)

Hazardous Waste Management Rules

Manufacture, Storage and Import of Hazardous Chemicals Rules

National Building Code (Fire & Life Safety)

Relevant guidelines of the Petroleum and Explosives Safety Organisation (PESO), Relevant guidelines of Storage Transport and Explosive Committee. Central Pollution Control Board (CPCB), and State Pollution Control Boards.

- Risk Assessment

Conduct HAZOP studies.

Carry out Job Safety Analysis (JSA).





Perform Process Hazard Analysis (PHA).

Develop risk registers.

Recommend engineering and administrative controls.

- Training & Competency Development:

Conduct induction safety training.

Train employees in explosive handling and emergency response.

Conduct refresher training and toolbox talks.

Develop competency matrices for explosive operations.

Evaluate contractor safety competency.

- Safety Audits & Inspections:

Conduct internal EHS audits.

Coordinate third-party audits.

Monitor compliance with corrective actions.

Inspect explosive magazines, process buildings, utilities, and storage areas.

- Contractor Safety Management:

Approve contractor safety plans.

Conduct contractor induction.

Monitor contractor compliance with safety requirements.

Review contractor performance.

- Incident Investigation:

Investigate accidents, fires, explosions, and near misses.

Identify root causes.

Recommend corrective and preventive actions.

Maintain incident records and statistics.

- Safety Culture:

Promote a proactive safety culture.

Organize safety campaigns and awareness programs.

- Key Performance Indicators (KPIs):

Zero fatalities and major explosions.

Reduction in Lost Time Injury Frequency Rate (LTIFR).

Reduction in Total Recordable Incident Rate (TRIR).

100% statutory compliance.

Timely closure of audit observations.

100% emergency drill completion as planned.

High employee safety training compliance.

Reduction in unsafe acts and conditions.

Effective hazardous waste management.
