Position: AGM – HR & Administration
Location: Ghaziabad, Uttar Pradesh
Job Summary
We are looking for an experienced AGM – HR & Administration to lead the overall HR and administrative function at our Ghaziabad location. The ideal candidate should have robust expertise in HR policy, Industrial Relations, labour laws, statutory and plant compliances, employee engagement, payroll, PMS, retention strategies and general administration.
Experience and awareness of hazardous chemical industry compliances, particularly MSIHC Rules and Manufacture, Storage and Import of Hazardous Chemical Rules (MSIHC), will be essential.
Key Responsibilities
1. HR Policy & Processes
- Draft, review and implement HR policies, SOPs and processes.
- Ensure effective implementation of HR policies across the organization.
- Improve employee productivity, discipline and organizational effectiveness.
- Identify and implement HR cost-saving initiatives.
2. Industrial Relations & Legal
- Handle Industrial Relations (IR), employee grievances and disciplinary matters.
- Conduct/manage domestic enquiries and employee dispute resolution.
- Ensure compliance with applicable labour laws.
- Coordinate with legal advisors and labour-law consultants.
- Maintain proper records and documentation for legal and statutory matters.
3. Plant & Statutory Compliance
- Manage overall HR, labour, factory and plant statutory compliances.
- Maintain statutory registers, records, licences, returns and compliance calendars.
- Coordinate statutory inspections, audits and government visits.
- Ensure timely submission of statutory returns, notices and records.
- Must have strong knowledge and practical experience of Gujarat Factory Rules and applicable factory compliances,
including statutory registers, records, licences, inspections and returns.
- Knowledge of applicable Factory Rules and plant compliance requirements.
- Strong awareness of hazardous chemical industry compliances.
- Working knowledge of MSIHC Rules / Manufacture, Storage and Import of Hazardous Chemicals Rules.
4.Government Liaisoning
- Handle liaisoning with government departments and statutory authorities.
- Coordinate with Factory Inspectorate, Labour Department and other relevant authorities.
- Manage statutory inspections and resolve compliance-related observations.
- Maintain effective professional relationships with government authorities.
5.Payroll & Compensation
- Oversee monthly payroll, attendance, leave, incentives and deductions.
- Ensure accurate and timely payroll processing.
- Coordinate with Finance/Accounts for payroll activities.
- Ensure compliance relating to PF, ESIC, Bonus, Gratuity, PT, TDS and other applicable statutory requirements.
6.Employee Retention & Engagement
- Develop and implement employee retention schemes.
- Identify employee retention risks and prepare action plans.
- Drive employee engagement initiatives.
- Conduct employee interaction and feedback sessions.
- Handle employee grievances effectively.
7.Performance Management System (PMS)
- Manage the complete PMS cycle.
- Coordinate goal setting, KRA/KPI formulation, performance reviews and appraisals.
- Ensure timely completion of performance evaluation.
- Support management in linking performance with increments, incentives and development plans.
8.General Administration
- Manage overall plant/office administration.
- Handle housekeeping, security, transport, canteen and facility management.
- Manage administrative vendors and service providers.
- Ensure workplace discipline, hygiene and employee facilities.
- Monitor administrative expenses and implement cost-saving measures.
9.Team Management
- Lead and manage the HR & Administration team.
- Allocate responsibilities and monitor team performance.
- Develop the capability of HR team members.
- Ensure effective implementation of HR systems and processes.
- Act as the key HR interface between employees and management.
Key Skills & Competencies
- Strong Industrial Relations and labour-law knowledge.
- Strong plant HR and statutory compliance experience.
- Hands-on knowledge of Gujarat Factory Rules – mandatory/preferred.
- Knowledge of hazardous chemical industry compliances.
- Awareness of MSIHC Rules / Hazardous Chemical Rules.
- Strong government liaisoning experience.
- HR policy drafting and implementation.
- Payroll and compensation knowledge.
- Retention scheme formulation experience.
- PMS/KRA/KPI knowledge.

Qualification
- MBA/PGDM – HR / MSW / relevant HR qualification.
- 10–15+ years of relevant HR & Administration experience, preferably in manufacturing/chemical industry.
- Prior plant HR and Gujarat factory experience will be strongly preferred.
