Overview:

The role holder will be responsible for second line Compliance oversight of trade and transaction reporting requirements, in line with the regulatory requirements applicable across the EMEA markets in which BGC, Cantor Fitzgerald Europe, Aurel BGC and their affiliates and subsidiaries operate (herein ‘BGC’ or the ‘Firm’).

The role provides independent oversight of the Firm's regulatory reporting framework, supports compliance with applicable regulatory obligations and provides day-to-day Compliance advice to business, TTR Operations and Technology stakeholders.

The Trade and Transaction Reporting Compliance BA function will form part of the Compliance Team at BGC and will be responsible for assessing rules and regulations released by the UK and EU regulators to maintain awareness of, and compliance with current, new and changing regulatory developments. The function will be reporting into the UK Head of Compliance.

In addition to the day-to-day Compliance advice, activities will include the assessment of regulatory alerts received from regulators and industry bodies, and determination of whether these are applicable to any of the Firm’s business. Given the Firm’s complex and broad business coverage, the holder of this role will have exposure to multiple business lines as well as multiple jurisdictions. The Firm is looking for someone who understands regulations and regulatory developments, assessing impact of regulatory changes, and liaising with multiple stakeholders and team members to help implement solutions globally.

The role will require someone with strong attention to detail that has good interpersonal and analytical skills to take ownership of this role.

Main Purpose of the Role:

- Maintain a forward-looking view of the UK and EU trade and transaction reporting regulatory landscape, providing stakeholders with timely insight into new and changing regulatory requirements.
- In conjunction with the Horizon Scanning initiatives , produce regular regulatory update bulletins summarizing relevant trade and transaction reporting developments and their potential impact on the Business, Technology and Operations Departments teams.
- Interpret regulatory consultations, final rules, guidance and other regulatory publications, assessing their applicability and impact on the Firm.
- Conduct impact and gap analysis for new or amended regulatory requirements, developing recommendations and actions plans to support implementation.
- Clearly communicate regulatory changes to the Trade and Transaction Reporting Operations team,



Regulatory Technology and other stakeholders so that the regulatory requirements can be translated into business requirements and technical specifications.
- Own and deliver the Trade and Transaction Reporting Compliance Monitoring Plan for each regulated entity within scope, providing independent assurance over the effectiveness of the Firm's regulatory reporting framework and associated controls.
- Provide ongoing second line Compliance oversight, challenge and subject matter expertise throughout regulatory change projects.

Key Responsibilities:

- Provide day-to-day Compliance advice to Regulatory Reporting Operations, Technology, Front Office and other stakeholders on regulatory reporting obligations, interpretation of regulatory requirements and control expectations.
- Review and assess regulatory publications, consultations, guidance and industry developments relating to Trade and Transaction Reporting, determining their applicability and impact on the Firm.
- Inform the relevant stakeholders of the upcoming applicable regulatory changes affecting the Firm in a timely manner.
- Support colleagues in other departments in assessing regulatory developments to ensure that a timely and accurate assessment is made in advance of the compliance date.
- Facilitate the implementation of required changes to current policies, procedures, systems and controls.
- Produce regulatory interpretation papers, business requirements and Compliance guidance to support Regulatory Reporting, Operations and Technology teams.
- Support the creation of associated Management Information relating to Trade and Transaction Reporting regulatory developments and oversight activities.
- Provide independent Second Line oversight and quality assurance of the Firm’s regulatory Trade and Transaction Reporting framework, including governance, controls, reconciliations, exception management, regulatory submissions and remediation activities.
- Plan, execute and maintain the Trade and Transaction Reporting Compliance Monitoring Plan for each regulated entity within scope.
- Prepare Compliance Monitoring reports, Management Information and thematic reviews, presenting findings, recommendations and risk assessments to senior management and governance committees.
- Review regulatory reporting incidents, breaches, Errors & Omissions and control failures,



ensuring appropriate root cause analysis, remediation and regulatory escalation where required.
- Continually enhance Trade and Transaction Reporting Compliance policies, procedures and controls, ensuring they remain aligned with regulatory requirements and the global operating model.
- Draft Errors and Omissions forms, coordinating information from relevant stakeholders and ensuring submissions are complete and accurate.
- Escalate regulatory risks and issues in a timely, clear and concise manner
- Support internal audits, regulatory reviews and supervisory enquiries relating to Trade and Transaction Reporting.
- Work closely with Risk, Internal Audit, Legal, Technology, Operations and Front Office teams to continually enhance the regulatory reporting control framework.

Skills:

- Robust working knowledge of MiFID II Transaction Reporting, EMIR, SFTR and other applicable Trade & Transaction Reporting regimes.
- Working knowledge and practical understanding of the Key financial services regulations that are applicable to UK/EU MIFID Investment Firms and Trading Venues.
- Understanding of the regulator’s approach to implementing new regulations and changes to existing regulations (both UK and EU).
- Awareness of the divergence between the UK and EU regulatory regime due to Brexit and including the resulting implications of the US CFTC SEF regulatory regime for certain products.
- At least 5 years Regulatory/Compliance experience, or project/regulatory change management experience, working in a large corporate setting
- An aptitude for learning and remaining current on industry rules, regulations and best practices, including having an interest in how innovations in technology can make processes more efficient.
- Experience in understanding new financial services laws and regulations and assessing their impact and relevance to the different businesses in more than one jurisdiction.
- Experience of MiFID II implementation within a regulated financial services firm.
- Experience in working on ad hoc, multi-disciplinary projects across complex organizations.
- Ability to write clear and concise Reports and Business Requirement Documentation.
- Understanding of a full end-to-end transaction lifecycle for different financial products, trading protocols and financial instruments.
- The ability to identify regulatory requirements, analysis market and regulatory data, and present findings.
- Experience providing Second Line Compliance advice within an investment firm.
- Excellent PC skills including Word, PowerPoint, Excel/CSV (Data management skills will be seen as an advantage).
