1. JOB PURPOSE To provide strategic leadership for Human Resources and Industrial Relations at MSP Steel & Power Ltd., Raigarh Works, ensuring a high-performance culture, harmonious industrial relations, statutory compliance, workforce productivity, capability development, talent management, and employee engagement. The role will partner with Plant Leadership in achieving operational excellence, business growth, expansion objectives, and organisational transformation.

2. PRINCIPAL ACCOUNTABILITIES

A. Strategic HR Leadership

- Develop and implement the Plant HR Strategy aligned with business plans, production targets, capacity expansion and organisational objectives.
- Act as a strategic business partner to the Plant Head and Functional Heads.
- Drive manpower planning, workforce optimisation, organisation design and succession planning.
- Lead workforce productivity initiatives and improve manpower efficiency across operations.
- Develop HR dashboards and analytics for informed business decisions.
- Promote a culture of accountability, performance excellence and continuous improvement.

B. Talent Management & Capability Building

- Lead recruitment and talent acquisition for leadership, technical and operational positions.
- Establish competency frameworks and talent review processes.
- Drive Performance Management System (PMS) implementation and calibration.
- Develop leadership pipeline through succession planning and career development initiatives.
- Implement Learning & Development programmes, technical capability enhancement and behavioural interventions.
- Strengthen employee retention through career progression and engagement initiatives.

C. Attrition Control & Employee Retention

- Develop and implement a comprehensive employee retention strategy aligned with business requirements and workforce demographics.
- Continuously monitor attrition trends across employee categories, functions, grades, tenure bands and locations, and identify root causes through data-driven analysis.
- Establish early warning mechanisms to identify potential flight-risk employees and recommend proactive retention interventions.
- Drive monthly attrition review meetings with Plant Divisional and Functional Heads to monitor retention metrics and corrective actions.
- Enhance employee engagement, recognition, rewards,



welfare and career development initiatives to improve employee satisfaction and retention.
- Strengthen onboarding and assimilation processes to improve first-year employee retention and reduce early attrition.
- Conduct stay interviews, pulse surveys, employee connect programmes and skip-level interactions to understand employee concerns and expectations.
- Ensure timely closure of employee grievances, workplace concerns and welfare issues impacting retention.
- Develop internal career progression, succession planning and talent mobility programmes to improve career visibility for employees.
- Work closely with Compensation & Perks teams to ensure external competitiveness and internal equity of compensation structures.
- Implement targeted retention plans for critical talent, high performers, technical specialists and leadership pipeline positions.
- Monitor contractor and trainee attrition and implement initiatives to improve workforce stability and continuity.
- Benchmark attrition trends and retention practices against industry standards and recommend improvements.
- Build a culture of respect, trust, inclusiveness and employee engagement that strengthens MSP Steel & Power Ltd.'s Employee Value Proposition.
- Publish monthly retention dashboards highlighting attrition trends, reasons for exits, critical talent loss and action plans for management review.

E. Industrial Relations & Employee Relations

- Formulate and execute plant-wide IR strategy to maintain a stable and productive industrial climate.
- Build constructive relationships with trade unions / workmen representatives and key stakeholders.
- Lead wage negotiations, settlements, collective bargaining and industrial dispute resolution.
- Ensure proactive grievance management and employee communication.
- Handle disciplinary matters, domestic enquiries and misconduct cases.
- Monitor workforce sentiments and anticipate industrial risks through structured engagement mechanisms.




- Represent management before Labour Authorities, Conciliation Officers and Industrial Tribunals as required

F. Contract Labour Management

- Ensure effective deployment and governance of contract manpower across the plant through CLMS.
- Ensure compliance under the Contract Labour regulations and applicable labour laws.
- Monitor contractor performance, productivity, statutory compliance and workforce discipline.
- Lead contractor audits and compliance reviews.
- Develop systems for manpower cost optimisation and efficiency enhancement.

G. Compliance & Governance

- Ensure compliance with all applicable Labour Laws, Factory requirements, Social Security regulations and employment-related legislation.
- Maintain compliance with Standing Orders, IMS standards and company policies.
- Lead internal and external audits related to HR and IR.
- Ensure statutory records, returns and documentation are maintained accurately and timely.
- Mitigate legal and industrial risks through robust governance frameworks.

H. Business Partnership & Transformation

- Partner with Operations, Projects, Commercial, Finance, EHS and Administration teams to achieve business goals.
- Support expansion projects, technology transformation and organisational restructuring initiatives.
- Drive digital HR transformation including HRMS, Analytics and Automation.
- Lead change management and organisational development interventions.
- Build capability and effectiveness of the HR & IR team through mentoring and leadership development.

EDUCATIONAL QUALIFICATION

- Graduate degree with MBA/PGDM in Human Resources / Personnel Management / Industrial Relations.
- LLB/PG Diploma in Labour Laws / Industrial Relations will be an added advantage.

EXPERIENCE

- 20+ years of overall HR/IR experience, with significant experience in a large manufacturing/process industry and at least 8–10 years in plant HR/IR leadership roles.
- Strong preference for candidates who have independently handled a large, unionized workforce, contract Labour ecosystem and complex collective bargaining environment.
- Prior experience in integrated steel or allied heavy/process industries is strongly preferred.

Should be willing to be based at Raigarh and operate as a visible, hands-on plant leader
