About the Role

We are seeking an experienced City Treasurer to provide leadership and oversight across the City's treasury, investment, cash management, and debt management functions.

Reporting to the Director of Finance, this role is responsible for structuring and servicing City debt, managing cash flow, overseeing the City's investment portfolio, preparing division and debt portfolio budgets, and maintaining custodial responsibility for City funds, bonds, and securities.

The ideal candidate will bring strong experience in public finance, municipal treasury operations, investment management, debt issuance, cash management, and tax-exempt bond financing, along with the ability to lead teams and work effectively with financial institutions, advisors, bond counsel, underwriters, trustees, and other stakeholders.

Key Responsibilities

- Develop and administer methods and procedures for collecting, recording, investing, and disbursing City funds.
- Analyze and monitor cash flow and recommend financial strategies to address anticipated excesses or shortages.
- Develop, manage, and continuously evaluate the City's investment program and portfolio in accordance with applicable legal requirements, risk considerations, diversification strategy, and operating cash needs.
- Execute and oversee the daily investment and reinvestment of portfolio funds.
- Maintain compliance with the City Money Management Act and Rules of the Money Management Council, as amended.
- Monitor financial markets, investment conditions, and developments in public finance.
- Cultivate and maintain relationships with banks and other financial institutions.
- Oversee debt management, including new and refunding bond issues, debt instruments, official statements, legal documentation, and debt-service requirements.




- Prepare debt-related City Council transmittals for briefings and formal Council action.
- Work closely with the City's financial advisor, bond counsel, underwriters, and trustee in connection with debt issuance and administration.
- Coordinate arbitrage calculations and continuing disclosure information associated with City bond issues.
- Oversee Special Assessment Areas, cash management accounting, debt management accounting, cashiering, and cashier training.
- Prepare the division budget and debt portfolio budgets.
- Support financial system and software initiatives related to Treasury operations, including troubleshooting and process improvement.
- Prepare schedules, gather information, and respond to questions associated with the year-end audit.
- Coach, instruct, and supervise staff while addressing performance, discipline, and other division-level personnel matters.
- Perform other related duties as required.

Minimum Qualifications

- Bachelor's degree from an accredited university in Accounting, Economics, or Business Administration.
- At least six (6) years of responsible experience in cash or debt management, including investments, debt issuance, and other financial strategies.
- Demonstrated knowledge and experience in tax-exempt bond financing.
- Knowledge of laws and ordinances governing City treasury operations, municipal taxation, financial methods, and procedures.
- Ability to analyze, plan, and implement systems for money management, investment portfolio management, and debt portfolio management.
- Solid understanding of public-sector cash flow, investments, debt administration, and financial controls.
- Ability to effectively manage relationships with financial institutions and external financial and legal advisors.
- Strong leadership, analytical, financial, communication, and decision-making capabilities.
