About the Role

Associates will be responsible for sectors track, covering the full range of work described below: reviewing every existing policy and scheme in that track and recommending what should continue, change, or close; researching what other States and the Government of India have tried and proposing at least one new, costed policy idea every quarter; keeping that track's data current on the Cell's dashboard and Commitment Tracker; and turning findings into clear material for briefings and reports.

What You Will Do

Sector Ownership

- Take ownership of the sectors within the assigned track, including their schemes, their budgetary allocation, and their performance against stated targets.
- Carry out and maintain the Policy and Scheme Audit described above.
- Conduct comparative research on schemes implemented by the Government of India and by other State Governments, and recommend which are suitable for adaptation to Rajasthan.
- Draft the quarterly policy proposal required under the Core Mandate, and any Cabinet-ready notes arising from it, properly costed and structured.

Coordination and Monitoring

- Maintain the position of the assigned track's sectors on the Cell's performance dashboard and the Rajasthan Performance Index.
- Cross-check claims made by Departments against independent data before such claims are accepted into any report placed before the Cell.
- Support the Team Leader, Coordination and Monitoring and Evaluation, in identifying risks to programme delivery within the assigned track.

Delivery and Commitment Tracking

- Own and keep current the entries of the Commitment Tracker relating to the assigned track,

recording status, the actual cause of any delay, and the next required action.
- Draw on departmental management information systems and progress reports to verify the status of every tracked commitment.
- Report any matter likely to affect a Priority Programme within the assigned track without delay, in accordance with the timelines.

Communication and Outreach

- Convert audit findings, tracked commitments, and the quarterly policy proposal into material suitable for briefings, fact packs and reports.
- Support the Team Leader, Communication and Outreach, in the preparation of any material touching the assigned track.
- Ensure that all written output is clear, concise, and suitable for a senior audience.

Eligibility

- Bachelor's or Master's degree in any discipline. A degree in Economics, Public Policy, Development Studies, Public Administration, or any other related field.
- 0 to 4 years of experience. Fresh postgraduates with a strong academic and research record are welcome to apply.

Experience with a Government body, a public policy think tank, or a research organisation shall be considered an advantage.

Skills Required

- Strong analytical and research ability, with the capacity to build a recommendation from evidence rather than assert one.
- Excellent written English.
- Proficiency in MS Office, particularly Excel and PowerPoint.
- Working familiarity with a dashboard or business intelligence tool such as Power BI or Looker; prior hands-on use shall be considered an advantage.
- The ability to work independently, with minimal supervision, in a small and quick-moving team.
