Purpose

Responsible for the handing over taking over, Operation & Maintenance of ELV Infra Structure covering FAS ( Fire Alarm system), BMS( Building Management System), LCMS ( Lighting control management system), Water SCADA, Pre-paid Meter System, Automatic Sliding door, Water Leak Detection, PLC, etc installed at Noida International Airport. Coordination with the Airside/Landside/Terminal team, contractors and other stake holders (internal & external) for smooth O&M; & it associated system to ensure system availability as per the defined SLA and KPI. Ensure that the system SOPs, records and MIS are fully complied to achieve quality, safety and environmental requirements. Ensure timely availability of all the permits and approvals that may be required for the O&M.; Anticipate the risks and propose mitigation measures for smooth O&M.; Performance based agreements, Vendor Management, compliance and certification in line with the company goals of achieving Net Zero and Digitalised Airport operations to achieve quality, safety and sustainability standards.

Key Responsibilities

- Facilitate review of DBR,s. Initial Designs, Engineering Designs, GFC,s, EPC and establish SOPs and EOPs and O&M; Manuals for smooth service delivery of Airport Services to all stake holders.

- Support in the tendering along with the architects & design consultants and review submission by the consultants

- Prepare and review Standard Operating Procedure (SOP), Handing Over Taking Over (HOTO), Operation and Maintenance Manuals, work method statement, Records, drawings & documents, QA/QC, EHS methodology to comply system requirements, repair and maintenance, testing & operational plan

- Strategizing Vendor performance levels and support in RFP & Contracting process.

- Leading Vendor onboarding process.

- Leading in strategizing the Operations and Maintenance guidelines in line with the best industry practices, and contributing in working of the Financial Business Plan.

- Taking over of the Entire Engineering & Utility Infrastructure in line with the standards and specification mentioned in the EPC, snag free and ensuring the systems performance and uptime.

- Tracking progress and highlighting & resolving critical issues proactively.

- Innovative approach in resolution of issues and gaps.

- Support in Concessionaires onboarding process.

Job Responsibilities

Operation and Maintenance Management

- Facilitate improvement and future expansion of ELV systems (BMS / SCADA / FDAS / IOT systems) designs from the concept stage to detailed design in compliance with all the necessary codes, regulatory requirements & to global standards

- Responsible for coordination with various stake holders for supply, installation, testing and commissioning of entire ELV systems.

- Continue to be responsible for operation and maintain uptime of entire ELV system after commissioning.

- Hands on experience in trouble shooting identification, Root cause analysis and resolution implementation.

- Organize and manage documents and drawings received or developed in-house as per process

- Manage all term contracts and vendors activities associated to ensure smooth operation and maintenance activities.

- Keep abreast of product development and technological advancements, and of markets changes and provide recommendations to product or service enhancements to meet customer requirements

- Assist Engineering & Maintenance by assisting in all sustainability initiatives to achieve companies target of being Net Zero Power, water & waste.





- Overall management and control of the Operation & Maintenance of the ELV systems across the breadth and length of the Airport.

- Assist Engineering & Maintenance department in establishing Policies and Objectives.

- Administer policies and programs to achieve objectives and coordinate utility activities between departments to maintain operating efficiency.

- Convene and preside at staff meetings to receive, exchange and convey information.

- Develop, establish, and audit procedures for operating under Emergency conditions.

- Initiate and conduct studies to forecast future ELV needs, including facility and capital expenditures and use studies to support recommendations to the Head Engineering Infrastructure.

- Support in tracking annual operating budget and a capital budget in line with the Airport Business Plan.

- Ensure ELV operations are following statutory norms and applicable National, State, Municipal statues, guidelines, rules regulations and public utility principles/practices.

- Maintains an effective relationship with the customers, peers, cross function departments, contractors, service providers, Authorities, and represents the ELV in matters of Airport.

- Strategies and administer Vendor Management policies, to prioritize and delegate duties and workflow effectively, identify and secure necessary resources, to ensure utility services/operations are conducted in a professional, effective and efficient manner.

- Assign work to Vendors representatives and staff to ensure acknowledgement, response and resolutions times are met as per priorities.

- Carefully monitor & review the work of Vendors and staff to ensure it adheres to established quality standards and instructions.

- To foster a quality work environment by building employee trust and confidence.

- Complete all tasks within schedule and budget so the utility receives the benefit of the investment through financial return and reliable service.

- Responsible to demonstrate commitment to continual improvement practices through team participation and resulting in standards like Kaizen, 5S, ISO/ISM certification, to bring up the level of Utilities at par if not above the best industry benchmarks.

- Ensure compliance to Airport Guidelines, Green building Certification guidelines and always aim towards companys goal to be a Net Zero Airport in all respects.

- Is tech savvy and ensure the automations and digital systems are always operating with 100% uptime.

- Believes and supports technology and structured management process in disseminating its responsibilities.

- Responsible for carrying out Risk identification and Hazzard Assessment exercise, Single point of Failure studies and subsequently strategizing and administering mitigation plan.

- Responsible for strategizing Store Management, tools and tackles management, vehicle management for utility performance in line with performance mandates.

- Leads and promote culture of promptness in Trouble shooting, Root cause analysis, incident reporting, near miss reporting to minimise MTBF and MTTR, reduce loss of safe working hours.

Believes and promotes to carry out operations and maintenance responsibilities aligned with Engineering Maintenance Command Centre requirements to achieve better efficiency and smoot operation of Airport.

- Diligent and timely submission of MIS (Daily/ Weekly / Monthly/ Annual) practices

- Participates in developmental activities, including work simplification programs, training groups, safe activities

- Supervises every other facet of management not outlined above, where such factors are considered essential to proper management.

Procurement & Contract Management

- Ensure coordination and provide assistance to procurement team for technical and commercial inputs in the tendering process including finalizing the specifications.

- Track, Review delay, analyse claims and make appropriate recommends to contracts team and Management.

Resource Management

- Ability to plan, organize, assign and direct work of staff.

- Ability to properly assign responsibilities to meet objectives.

- Ability to adequate allocate resources to meet objectives.

Compliance Management

- Ensure Health, Safety, Environment, Quality and Regulatory Compliances,

- Drive the implementation and strict adherence to HSE and Quality standards, Internal and external Audit compliance.

- Conformance of different standards set by different external regulatory bodies such as not limiting to ISO/ National Building Code.

- Conduct Site audits for Quality and safety at works, New Special Projects Initiative, Lead

- Business Excellence programs in the areas of cost reduction, process excellence, energy and water saving initiatives, different ISO standard certification, audit, and implementation of audit point.

- Monitor contractors compliances to all related statutory regulations.

Handover & Contract Closure

- Prepare, review and coordinated with cross functional system for ORAT requirements.

- Assist in ORAT and take over the project to operation & maintenance team along with complete documentation.

Job Specification

Educational Qualification

- Bachelors in Electrical / Instrumentation/ Electronics

- Masters in Electrical / Instrumentation/ Electronics would be added advantage

Relevant Experience

- Min 10 Years of work experience in BMS / IBMS / SCADA / FDAS/ IOT/ CPM/ DDC/ systems

- Having fair experience and technical knowledge of design, execution & maintenance of ELV systems for either large scale industrial or commercial projects.

- Solid Operation and Maintenance experience and capable to handle independently the functional responsibilities.

- Experience in aviation industry would be added advantage.

- Experience in OEM is mandatory.

- Experience in IT based systems such as visualization technology, SQL databases is highly regarded and latest AI tools , MS office, power points, BI tools etc.

- Certification on ELV system and technologies will be added advantage.

- Airport projects would be an advantage.

- Techno Commercial experience in Managing Infrastructure is important.

- Capable of Leading large Infrastructure change management (CAPEX/OPEX)

- Have experience of Managing ELV Infrastructure through a centralised Command Centre.

- Have experienced handling multiple large conglomerates as service providers.

- Well verse to lead design, standards and statutory compliance, and manage Government Authorities
