Atlassian Cloud Migration Program

Background

The client currently operates Jira Software and Confluence on an Atlassian Cloud instance managed by an incumbent service provider. As part of the bank's strategic initiative to consolidate ownership, strengthen security posture, and ensure regulatory alignment, client has decided to migrate its Jira and Confluence environments into a single, bank-owned Atlassian Cloud organization with India data residency and enterprise SSO/AD-based access controls.

This migration is not a routine platform upgrade it is a change of ownership and operational control. The target state places client in full command of its Atlassian workplace: licensing, administration, identity management, data governance, and ongoing operations. The engagement must therefore deliver not only a successful data migration but also the operational foundation for client to run, maintain, and extend its Atlassian platform independently.

Engagement Objective

Design and execute a secure, governed, wave-based migration of Jira Software and Confluence from the incumbent-managed Atlassian Cloud instance into client's own Atlassian Cloud organization, while simultaneously establishing a repeatable, automated incremental migration capability that supports bi-monthly and on-demand data transfers beyond the initial migration. The engagement will deliver the following outcomes:

- Complete migration of in-scope Jira projects and Confluence spaces including issues, comments, attachments, page content, page hierarchy, labels, and internal links with verified data integrity and business sign-off.
- A production-ready client Atlassian Cloud environment configured with simplified, like-for-like Jira and Confluence settings,



integrated with client's Active Directory via SSO, and aligned to the bank's security and data residency requirements.
- A repeatable, automated migration process documented, scripted, and handed over enabling client to independently execute incremental migrations on a bi-monthly or on-demand basis as a standard operating procedure.
- Full knowledge transfer to client's administration and operations teams, covering platform configuration, migration tooling, delta sync processes, and ongoing governance practices.

In scope:

Jira Software Cloud (JSW)

- All in-scope client projects and their associated issues (~33,000 issues, ~50 GB)
- Issue metadata: summary, description, status, resolution, priority, assignee, reporter, dates, comments, attachments, issue links, sub-tasks
- Boards, filters, sprints (as supported by Atlassian migration tooling)
- Custom field values (provided corresponding fields are configured on target)
- Permission schemes, workflows, and field configurations using a simplified like-for-like approach

Confluence Cloud

- All in-scope spaces (~70 global spaces, ~50 GB; detailed volumetrics available for top 10 spaces: 9,637 pages, 191,192 attachments)
- Page content, page hierarchy, labels, and attachments
- Internal page and space links (as supported by Atlassian migration tooling)
- Space-level permissions aligned to client AD groups

Cross-cutting

- SSO/AD integration and group-based access model
- Delta sync mechanism design, build, and validation
- Reconciliation framework and evidence packs per wave
- Knowledge transfer and repeatability handover

Out of scope:

- Marketplace apps, plugins, and app-specific data migration
- Integrations with external systems (DevOps toolchain, CMDB, ITSM, email handlers)
- Personal Confluence spaces
- Major process redesign or information architecture overhaul (target is simplified like-for-like; standardization is positioned as a post-migration BAU activity)
- Pre-migration data cleansing (owned by client; not costed in this engagement)
- User lifecycle management, AD design, or identity infrastructure build-out (client's existing SSO/AD model will be leveraged)
