Role Summary

The Senior Business Analyst will lead the business analysis workstream, mapping existing processes, documenting and prioritising requirements, and assessing the operational and financial impact of proposed changes on building control authorities and their IT providers. Operating at SFIA Level 5, this role requires an experienced analyst capable of working autonomously in a complex, multi-stakeholder public sector setting and producing high-quality analytical outputs that directly inform decision-making.

Key Responsibilities




- Lead the as-is process mapping of how building control authority teams manage notification,documenting process variations across different authority types (urban, rural, large, small)
- Facilitate structured workshops and interviews with BCA representatives to elicit, document and validate current-state processes, pain points and workarounds
- Analyse the operational, resource and financial impact of the current system issues on building control authorities, including the effect on enforcement activity and conveyancing processes
- Elicit, document and prioritise requirements for the new system, clearly distinguishing between essential needs (must-have) and desirable improvements (nice-to-have) using MoSCoW or equivalent techniques
- Produce clear, structured and high-quality BA artefacts including process maps, data flow diagrams, requirements registers, gap analyses and impact assessments
