About the Role
We are looking for an experienced and highly organised Tender Bidding Manager to manage the end-to-end process of identifying, evaluating, preparing and submitting Government and PSU tenders for an advertising agency.
The ideal candidate should have strong hands-on experience with Government e-Tendering portals, GeM and other central/state government procurement platforms, along with a thorough understanding of tender documentation, eligibility requirements, technical bids, financial bids and compliance.
Key Responsibilities
- Identify and track relevant Government, PSU, Central & State Government tenders related to advertising, media, creative, digital, events, printing, branding and allied services.
- Monitor and manage opportunities across GeM, CPPP/e-Procurement, state government portals and other tender portals.
- Thoroughly analyse tender documents, eligibility criteria, scope of work, EMD, tender fees, turnover requirements, technical specifications and submission requirements.
- Prepare and coordinate technical and financial bids in accordance with tender requirements.
- Ensure all tender documents, certificates, affidavits, declarations, authorisations and supporting documents are accurate and submitted within deadlines.
- Coordinate with internal teams such as Creative, Accounts, Operations and Management to collect required information and prepare compelling technical proposals.
- Manage the complete tender calendar, including pre-bid meetings, queries, corrigenda, submission deadlines and bid openings.
- Handle online tender submissions, including document uploads, digital signatures and portal-related processes.
- Maintain an organised database of submitted, awarded, rejected and upcoming tenders.
- Coordinate with clients/concerned departments wherever required for tender-related clarifications and documentation.
- Track EMDs, tender fees, security deposits and other financial/compliance requirements.
- Study tender results and competitor participation to improve future bidding strategies.
- Ensure complete confidentiality and accuracy of all commercial and tender-related information.
Desired Skills & Experience
- 3–5 years of hands-on experience in tender bidding, preferably within an advertising, media, marketing, event management or allied agency.
- Strong practical knowledge of Government tendering processes and e-procurement portals.
- Experience handling GeM, CPPP and Central/State Government e-tender portals.
- Good understanding of technical bids, financial bids, BOQs, EMD, eligibility criteria, compliance documents and tender conditions.
- Ability to independently read, interpret and assess lengthy tender documents.
- Strong documentation, coordination and follow-up skills.
- Familiarity with DSC (Digital Signature Certificate) and online bid submission processes.
- Strong attention to detail and ability to work under strict deadlines.
- Good written and verbal communication skills.
- Ability to manage multiple tenders simultaneously without compromising accuracy.

Job Type: Full time
Pay: ₹35,000.00 - ₹55,000.00 per month
