For a Senior Accountant working on a National Highway/NHAI road project, the role is more project-oriented than a normal accountant. The accountant needs to control project costs, contractor/subcontractor bills, material consumption, machinery expenses, labour, GST/TDS, RA bills, and project profitability.

Key Responsibilities

1. Project Accounting

- Maintain complete project-wise books of accounts.
- Record all receipts, payments, purchases, expenses and journal entries.
- Maintain separate ledgers/cost centres for each highway package/project.
- Prepare monthly Trial Balance, P&L;, Balance Sheet and project MIS.

2. RA Bills & Client Billing

- Verify Running Account (RA) bills before submission to the client/authority.
- Reconcile quantities with measurement sheets/MBs and site records.
- Track certified bills, deductions, retention money and advances.
- Monitor client receivables and payment status.
- Maintain records of mobilization advances and recoveries.

3. Material & Site Cost Control

- Monitor consumption and stock of:
- Bitumen/emulsion
- Cement
- Aggregates
- Sand
- Steel
- WMM/GSB materials
- Fuel/diesel
- Other construction materials
- Reconcile material received, consumed and closing stock.
- Investigate material shortages and abnormal consumption.

4. Subcontractor Accounting

- Verify subcontractor bills against work completion and site certification.
- Account for advances, recoveries, retention and deductions.
- Maintain subcontractor-wise outstanding statements.
- Reconcile subcontractor accounts regularly.

Machinery & Equipment

- Track expenses for excavators, pavers, rollers, crushers, batching plants, trucks, etc.
- Monitor diesel consumption and machinery running hours.
- Account for repairs, maintenance, spare parts and equipment hire charges.
- Calculate equipment operating costs where required.

6. Labour & Contractor Payments

- Verify labour/contractor attendance and wage records.
- Process salary and labour payments.
- Account for labour contractors and statutory deductions.
- Reconcile advances and employee/site imprests.

7. GST, TDS & Statutory Compliance

- Ensure correct GST accounting and input-tax-credit records.
- Handle TDS deductions and reconciliations.
- Prepare data for GST returns and other statutory filings.
- Coordinate with auditors, tax consultants and statutory authorities.

8. Project MIS & Costing
Prepare reports such as:

- Project budget vs. actual expenditure
- Work-wise/project-wise cost
- Material consumption
- Diesel consumption
- Machinery cost
- Labour cost
- Subcontractor outstanding
- Client outstanding
- RA bill status
- Cash-flow statement
- Project profitability
- Cost-to-completion
