ROLE OVERVIEW
The Head – Statutory, Legal & Liaison will own end-to-end statutory approvals, regulatory compliance, legal coordination, land-related matters, and government liaison for the greenfield 5 GW Ingot, Wafer and Cell manufacturing facility. The role will integrate statutory and legal requirements across Engineering, Project Execution, Environment, Utilities, Construction, Procurement, EPC contractors, consultants, and government authorities. The position is accountable for establishing the statutory approval roadmap, securing approvals within the project timeline, managing regulatory and legal risks, and ensuring compliance through construction, commissioning, and handover.
KEY RESPONSIBILITIES
- Develop and maintain a comprehensive Statutory Approval & Compliance Master Plan covering land, environmental, construction, factory, utilities, fire, electrical, labour, hazardous materials, and operational approvals for the Ingot, Wafer and Cell facilities.
- Lead and coordinate Environmental Clearance (EC), Consent to Establish (CTE), Consent to Operate (CTO) and other environmental approvals in coordination with consultants and regulatory authorities.
- Coordinate with State Government, Industrial Development Authorities, SPCB, MoEFCC/SEIAA, District Administration, Factory Inspectorate, Fire Department, Electrical Inspectorate, Labour Department, CEIG, Water Authorities, and other statutory bodies.
- Establish and maintain a statutory approval tracker, including application status, submission dates, dependencies, target dates, validity, renewal requirements, and pending actions.
- Lead statutory approvals related to factory licence, building plan, fire NOC, electrical approvals, boiler/pressure vessel, PESO, hazardous chemical/gas storage, DG sets, water supply, groundwater, ETP/STP/ZLD, and other applicable regulatory requirements.
- Manage land and property-related legal matters, including land allotment/lease documentation, land-use permissions, mutation, boundaries, access roads, easements,
Right of Way (ROW), utility corridors, and related government coordination.
- Coordinate legal due diligence and documentation for land, EPC, PMC, consultancy, equipment supply, utility, O&M;, and other project-related agreements in coordination with internal/external legal counsel.
- Provide statutory and legal support for power transmission, water supply, gas/chemical infrastructure, access roads, and other critical external infrastructure required for the project during project phase on ongoing phase.
- Lead government liaison for resolution of land, infrastructure, utility, statutory approval, inspection, and regulatory issues that may impact project execution or commissioning.
- Monitor statutory and regulatory changes and assess their impact on project design, cost, schedule, construction, commissioning, and operations.
- Conduct periodic reviews of statutory approval status and identify critical-path approvals, regulatory bottlenecks, and potential project delays, driving timely corrective actions.
- Coordinate statutory inspections and facilitate closure of observations raised by government and regulatory authorities.
- Ensure timely renewal, amendment, and continuation of all statutory licences, registrations, permissions, and approvals throughout the project lifecycle.
- Establish a Legal & Regulatory Risk Register covering land, contracts, statutory approvals, disputes, compliance, and government-related risks, with mitigation and escalation plans.
- Support contract administration by coordinating with the legal team on claims, notices, variations, disputes, arbitration, contractual obligations, and statutory liabilities.
- Facilitate periodic review meetings with government authorities, statutory consultants, legal advisors, EPC contractors, consultants, and internal stakeholders, ensuring closure of action items.
- Develop and maintain statutory compliance dashboards, approval MIS,
legal status reports, and management reports for senior management and promoters.
- Build and mentor a Statutory, Legal & Liaison team, establishing standardized processes for approvals, documentation, government liaison, compliance tracking, and regulatory reporting.
QUALIFICATIONS & EXPERIENCE
- B.E./B.Tech, LLB/LLM, or equivalent qualification in Engineering, Law, Environmental Management, or a related discipline; professional certification in Environment/Compliance/Project Management preferred.
- 18–22 years of experience in statutory approvals, government liaison, legal coordination, and regulatory compliance for large industrial/greenfield projects, preferably solar PV, semiconductor, electronics, battery, chemical, or other process manufacturing facilities.
- Proven experience managing statutory approvals and regulatory interfaces for large-scale greenfield manufacturing projects.
- Robust knowledge of Environmental Clearance, CTE/CTO, Factory Act requirements, Fire NOC, electrical approvals, PESO, labour compliance, hazardous waste, water permissions, building approvals, and industrial development authority requirements.
- Experience in coordinating with Central/State Government departments, SPCB, SEIAA, industrial development authorities, district administration, factory inspectorate, fire authorities, and utility departments.
- Strong understanding of land-related documentation, lease agreements, ROW/easement matters, contracts, claims, and legal risk management.
- Proven ability to manage multiple statutory approvals and regulatory activities against a project-critical timeline.
- Strong stakeholder-management, negotiation, communication, documentation, and government liaison skills.
